游以德2006-07-262018-06-282006-07-262018-06-282002-07-31http://ntur.lib.ntu.edu.tw//handle/246246/22100風力發電屬再生能源中,適合台灣發展的一種。台灣為海島地形,每年約有半年以上的東北 季風期,沿海、高山及離島許多地區之年平均風速每秒皆超過5 公尺,風能潛力相當優越。然而 此亦需後天的政治環境、法令規章、整體性學術研究、環保措施、土地取得等等均互相配合。所 以,如何設立適當的輔導政策,讓風力發電適合業界推展、配合產業發展,土地取得的法令與政 策,環境影響的評估等都是影響風力發電發展的重點。 本計畫之目的即為整合上述問題,比較分析國際間推動風力發電之過程與經驗、法令政策、 環境影響評估方式,期能為我國推動風力發電提供理想的方向,為台灣的風力發電的未來發展尋 求出路,探討可能。風力發電的發展與推廣應由制度面的修正配合之,尤其能源政策的方向,法 律的制訂為影響重大的部分,並配合先驅示範計畫推行,以使風力發電讓國人熟知。風力發電的 利用可以配合其他再生能源,如太陽能等方式,以彌補風力發電的缺失,如此相輔之設計下,更 能提供穩定而優良的設備。Wind power is a renewable energy, and very suitable for development in Taiwan. Taiwan is an island with a lot of wind energy potential. For over six months of the year, the northeast monsoon—with wind speeds of over 5m/sec—flow annually along the coast, mountains and the surrounding islands. But to develop wind power also requires the cooperation from the political environment, regulations, academic research, environment protection measures and the issues of land gain. Therefore, making a proper assistant policy, enabling wind power development in industry, the regulation and the policy of land gain, and the evaluation of the environmental effects are all key essentials in the development wind power. The goal of this plan is to integrate all of the issues mentioned above, and to compare and analyze the promotion and experience of the international wind power development process. This will allow us to find an ideal direction to promote wind power in our country and to discuss the future development and the possibilities of the wind power in Taiwan. To promote and develop the wind power, we should start by altering the current system, specifically through changing the direction of energy policy and the making of the regulations—this will have the most profound effects. Also combine the promotion of standard plan to familiarize the wind power among the people. The wind generator also can combine with other renewable energy, like solar energy, in order to make up where wind generators are lacking .
