2004-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/688706摘要:軍備為國防部長專業幕僚,掌理武器裝備獲得政策、國防科技工業發展、軍民科技交流、軍備交流與合作及整體後勤等有關造兵政策規劃、建議及提供決策諮詢與審查意見之軍備整備事項。「軍備系統」乃國防體系的一部份,職司運用有效之方法獲得所需的武器裝備(或軍品泛稱)提供軍令系統使用,並能賡續維持其正常之操作;其三大主要任務應為:武器裝備之獲得(Acquisition)、部署(Deployment)及後勤支援(Logistics Support)。任何武器系統的獲得,其目的都是為了作戰。如果缺乏支援體系,則武器系統必無法獲得有效支援,使武器無法發揮功能,喪失戰力。故可見後勤支援重要性之一般。「軍備決策支援系統」可以透過資料分析與應用處理,提升軍備整備工作執行,使其能依任務功能導向,發揮職能化、專業化之運作機制,以有效支援建軍備戰任務;強調在電腦與組織運作的結合面。基本上,它從組織內部與外部情報或資訊的蒐集;再依組織內部之工作流程、資料流程與組織文化來進行系統分析工作。<br> Abstract: As a professional staff to the Minister of National Defense, Defense Acquisition and Support deals with military weapon system acquisition policies, development of defense related industries, promotion of dual-use technologies, and integrated logistics support. Its main function is to provide policy recommendations, consultancy, and reviews related to defense weapon system acquisition, deployment and logistics. The development of a Integrated Defense Logistics Decision Support System is crucial to the military readiness, which calls for high responsibility, reliability, and availability. In the past, the defense logistic system has been treated as a closed system, not transparent to all those participated. Recently, however, the advances of information technology (especially, data warehousing, and e-commerce), supply chain management practices (such as vendor managed inventory, 3rd party logistics, collaborative planning and design), and the changes of defense logistics policies (GOCO, military-industrial dual-use technology) have accelerated the needs of a brand new concept of Defense Logistics Support.軍備決策支援分析模式建置之研究
