2009-04-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/663701摘要:經濟部水利署臺北水源特定區管理局,繼95年度辦理「臺北水源特定區內水質涵容能力推估計畫」掌握區內水體容受力後,擬進一步探討水源保護區水質指標之適用性與預警功能,並評估區內土地利用方式之合理性與對水質衝擊潛勢,爰辦理此項水質管理技術提升計畫。第一年度計畫,主要工作包含河川水體涵容能力估算及驗證、理化性及生物性水質指標適地性檢討應用、水質安全警戒值之訂定、土地利用與水質影響評估及因應策略、推估目前土地管制所產生之最大污染量等五項,本計畫為第二年度計畫,主要工作包含建立土地利用與適地性河川水質指標試驗模場數處、建立整合性水質資料庫管理及早期預警系統和水環境保護策略及效益評估。 本計畫將延續第一年計畫提出計畫區水質參數關聯性與警戒值訂定方式、水體涵容能力現況檢核、土地使用現況之水質衝擊、各種污染源管制策略等,綜合模場現地資料與既有資料庫,整合規劃保護區水質管理之策略與效益評估,期研擬符合水源局區域特性之管理措施與實施計畫。 <br> Abstract: This project succeeds to the Water Quality Carrying Capacity Study in the Taipei Source Water Area 2006. The project in order to explore the long term monitoring data for the Taipei Source Water Area has been analyzed and used to propose the water quality indicator systems. Current impacts and potential management scenarios of various land uses were proposed by the application of Geographic Information System analysis. The first project aims to set up a framework of water quality indicator, assessment methods for the reservoir watershed in Taipei Source Water Area by combining the conventional physical and chemical index. To build the safety warning values of water quality set up environmental standards and the maximum value in the historical trends, the water quality indicator that early warning standards should be confirmed by integrating the pollutant investigation results. The second project will to build the water quality indictor in situ pilot test, and the safety warning values of water quality indicator. Estimate the Non-point pollution and to build water quality management database. Assess the water environment protect policy and benefit. The project continue presentation the Feitsui reservoir watershed is used for land management, improving the water quality management technology for the source water protection area at Ching-Tan Weir in Hsin-Dian River. The comprehensive review of land use type in the source water protection area and their potential impact should be analyzed to bring up feasible pollution control alternatives. The carrying capacity estimation should be linked with upstream pollutant control measures to identify the abatement effect.
