2014-04-232024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/662242摘要：近年來，由於全球天然林面積快速消失，以及全球暖化、氣候變遷造成林相改變，影響全球森林產業的情形下，森林資源永續經營管理 (Sustainable Forest Management) 已成為國際林業相關單位及組織密集關注的經營管理重點，並且在全球性或區域性國際組織之領袖會議紛紛提出相關的討論、倡議及經營管理目標。 為了解國際重要組織及各國在自然保育及森林永續經營上的最新發展趨勢及採取的相關策略，如森林認證、森林健康、氣候變遷、森林資源永續經營、經營管理效益評估指標之建立、國際相關杜絕非法伐木&#36152;易措施、人工林經營管理及其他林業政策擬訂上相關議題之國內外資訊，以作為我國林業政策決策之支援，並提升林業管理業務人員之專業知識、技能，及對國際環境的感知，按年度計畫方式整體安排國內外相關資訊整理及全年性人員訓練課程，以更新並提升林業管理業務人員之專業知識，且掌握國際林業決策之現況。 本計畫將配合上述相關重要議題分為三部分進行，第一部分針對國內外林業相關議題及趨勢發展進行資訊收集與統整，每月製作一份資料收集與翻譯整理報告；第二部份為每月發行「林業新知專刊」電子報供林務局員工參考以增進專業新知，內容林業英文期刊文章之譯介，包含最新研究成果、方法和名詞之介紹；第三部分為計畫主持人參加於美國猶他州鹽湖城舉行之2014年IUFRO大會，協助林務局蒐集會議相關資料，製作具參考價值與可讀性之中英文對照會後報告。 <br> Abstract: Recently, rapid disappearance and over exploitation of forests, global warming, and climate change have lead to the alternation of forest distribution around the world. As it is a serious problem affecting global forestry industry and environment, Sustainable Forest Management (SFM) has been emphasized and focused by international forestry related authorities. Moreover, this topic has been brought up several times during regional and international forestry related conferences, seeking to promote SFM and make it as the ultimate goal for forest management worldwide. Within understanding the strategies of developing SFM and its related fields such as forest certification, forest health, climate change and criteria and indicator development among international organizations, Taiwan Forestry Bureau officers will be able to make use of these knowledge while managing the forest in Taiwan. The first part of this project is to gather, compile and report global forestry information. The second is to publish monthly e-newsletter to introduce the updated academic research for Forestry Bureau officers` reference. Moreover, the third part is to attend IUFRO 2014 convention at Salt Lake City, USA, to gather and share information with researchers and officers from all over the world and prepare a info-summarized report for future reference.
