2018-06-062024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656085摘要:氣候變遷之時間及空間動態變異性逐年增大,更趨於複雜及不確定性,且跨政府層級的水資源調適及防洪減災等可操作技術仍有缺口,而隨著科技的進步,近年來許多新興技術及新興的管理概念逐漸發展也已應用至各領域。因此,評估新興策略導入與結合新興技術之開發與應用,以期達成更有效的因應氣候變遷對水環境之衝擊,為新階段的重要國家課題。 有鑑於此,水環境跨領域調適需要有新的思維,需要發展因應台灣特殊水環境條件下之創新水資源跨領域動態調適技術,也考量國內特殊之水文環境變遷及國家動態發展與國際趨勢。然而,水環境跨領域動態調適技術,包含啟動調適時機、可降低風險之調適策略、規劃不同調適選項之排程、不同調適選項的退場機制及不同調適選項的成本估算,而且需滿足跨領域調適的需求,因此,需評估界定之跨領域動態調適選項,以量化評估降低氣候變遷水資源跨領域風險之成效,並提出最佳之調適選項動態組合是一重要之課題。此外,水環境有地域特性,因此跨層級調適路徑需要有動態調適的彈性,在規劃面,需考慮跨領域以及跨層級治理的動態調適路徑,在執行層面,則需考量可操作的水資源跨層級治理,需要怎樣的政策與管理面來支撐可行性,需要創新的水資源跨領域管理策略與方針。 <br> Abstract: Temporal and spatial dynamics variability of climate change increased gradually, and become more intricate and uncertain. Certain gaps of operative techniques in water resources adjustment, flood control and risk mitigation still existed under trans-governmental networks. Along with the advanced techniques, many emerging technologies and management concept have been gradually developed and applied to different fields in recent years. Therefore, assessing the necessity and effectiveness of incorporating emerging strategy and technologies into the new development and appliance of adapting the impacts of climate change on hydro-environment have now become an essential national task. In terms of this, interdisciplinary hydro-environment adjustment needs to conduct innovative thinking to further establish the emerging dynamic adaptation technologies that suits under Taiwan’s environmental condition, as well as the hydrological alterations, dynamic development of the nation, and the global trend. However, the dynamic adaptation techniques for interdisciplinary hydro-environment involve the concerns on appropriate start-up timing, adaptation strategy for risk avoidance, scheduling different adaptation strategy and their withdraw mechanism, and the cost estimate for each adaptation strategy. To approach the demands of this interdisciplinary adaptation, defining the dynamic adaptation and quantifying the effectiveness of the implementation is important in the process of establishing the best combinations for dynamic adaptation options. In addition, hydro-environment often affected by local characters, therefore, the dynamic adaptive pathways should consisted flexibility in the governance. Thus, the feasibility of interdisciplinary governance from different sectors, the relevant supportive policy and management, and the innovative interdisciplinary hydro-environment management strategy and plan should be considered prior to the implementation.氣候變遷下水環境跨領域動態策略技術評析與規劃
