曹俊漢Jiun-Han Tsao, Ph.D臺灣大學:政治學研究所刁建生Tiao, Chien-ShengChien-ShengTiao2010-05-052018-06-282010-05-052018-06-282008U0001-1307200806054700http://ntur.lib.ntu.edu.tw//handle/246246/179250本論文係探討海峽兩岸共同面對全球治理之趨勢與打擊人口販運犯罪所做的各項努力及作為。全球化已是一個世界性的普遍現象，其特性包含了突破各國司法管轄權、人口在全球的流動、獨立個體的網絡連結、跨國治理及非政府組織的參與「治理」等。雖然在全球化的發展下增進了全人類的福祉，相對的也帶來了人口販運、毒品與恐怖主義等全球性的犯罪問題。研究之主要目的，為藉由全球化的人口販運犯罪為出發點，探討當今世界的熱門議題－「全球化」與「全球治理」的概念與理論，了解全球化給我們帶來在政治、經濟、文化、社會與科技等層面的影響。本研究分析要素包含四個層面：1)人口販運發展過程之分析；2)全球化與全球治理演進過程之探討；3)全球治理下公部門與第三部門關係與影響之研究；4)公部門與第三部門打擊人口販運犯罪現況的分析。論文研究有以下五個發現：1)全球人口販運犯罪日益嚴重；2)政府部門應儘速提出打擊人口販運的對策；3)非政府組織的角色與功能必須有效及立即地予以強調；4)政府部門應利用非政府組織積極參與國際社會；5)海峽兩岸之政府部門、司法檢警與非政府組織應合作共同打擊人口販運集團。This is a study on global governance and human trafficking by joint efforts across the Taiwan Straits. Globalization is a worldwide phenomenon featuring borderless jurisdiction, people on the move globally, networked relations of interdependence, transnational governance and participation of non-governmental authorities. Global development makes various benefits for human welfare, but on the other, causes global crime problems such as human trafficking, drugs and terrorism, etc.he main purpose of this research is to investigate the concept and theory of the globalization and global governance, by using the crime of human trafficking as the starting point to discover the impact on politics, economy, culture, society and technology.
