2008-04-152024-05-16https://scholars.lib.ntu.edu.tw/handle/123456789/667010摘要：本計畫主要內容為協助市府防救災人員在基本氣象資訊內容判斷能力之建立、颱風及豪大雨侵襲潛勢與定量降雨估計等教育訓練，並將於颱風及豪大雨影響期間，成立聯合監測小組，運用並蒐整國內外網站資訊、衛星、雷達以及市府相關資料，進行颱風及豪大雨事件之天氣系統守視、定量降雨估計、即時資訊之交流及討論，並提供必要之氣象專業諮詢，作為市府防救災團隊決策之依據。 本研究工作重點除運用動力數值模式提供未來天氣潛勢研判外，平時即注意華南、台灣天氣系統訊息及西北太平洋、南海熱帶擾動發展及相關資料蒐整。並以即時電話/電子郵件即時通知並於每次颱風來襲前或氣象局針對北部地區發佈豪雨特報時，提供颱風形成及降雨天氣系統之動態訊息，於颱風來襲前及市府颱風應變中心開設期間，提供先期降雨估計，適時提供市府災防會，作為災害預警之決策支援資訊。 <br> Abstract: The project is to assist the Hazard Mitigation Group of Taipei City Government (TCG) on disaster reduction capability building, especially on typhoon and flood early warnings. The project will generate near real time weather analysis by using advanced meteorological forecasting tools specifically for the City. The well trained specialists will provide elaborated interpretation of the weather situation and the early warning information of typhoon and heavy rain through cell phone and email communication. During the landfall typhoon period, the project will join the special monitoring task force team organized by TCG to help on decision making and provide proper measures. The project also provide basic and application knowledge of typhoon and flood early warning through education training for the hazard mitigation group of TCG.
