2011-04-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/680601摘要：氣候變遷對生態的衝擊與對人類生活的影響都已經越來越明顯。在一方面，氣候變遷對自然生態產生直接效應，包括溫度上升、沙漠化、颱風加劇、海平面上升與熱浪侵襲等等，而這直接的效應所延伸出來的第二層次問題則包括貧窮、巨災、生物多樣性危機、能源價格高漲、食物短缺、公共衛生、國家發展權、全球正義等等。氣候變遷所帶來的影響，從時間與空間的面向來看，都是單一國家既有的法律政策制度所無法掌握，需要全球社群的協力合作始有解決的可能。臺灣作為全球社群的一員，當然不可能自外於氣候變遷效應之外，因此掌握氣候變遷時代的諸多議題實有其必要性。 臺灣在面臨氣候變遷時代的首要議題便是如何與國際接軌、如何掌握國際最新的發展與如何讓臺灣進入國際環境議題的社群中。本計畫的目標在於延續前一年度的「氣候變遷時代環境法律的培力計畫」，持續增強化本院因應氣候變遷的量能。本計畫的主軸為對國際議題的瞭解與臺灣的國際化，將從以下方面進行：舉行氣候變遷亞洲論壇、開設相關課程、出版氣候變遷專書與環境法專書、參與國際重要會議等，期能藉此促進本院師生對全球變遷議題的瞭解並強化本院與國際學術之交流。 <br> Abstract: The impact of global climate change has become more and more obvious. Climate change has brought direct changes to the nature, such as global warming, desertification, intensified typhoons, rinsing sea level and heat waves...etc. The direct impact of climate change has caused more challenges, including poverty, catastrophes, dangers to biodiversity, energy problems, shortage of food, state development rights and global justice...etc. Therefore, the impact of climate change, from the perspective of both time and space, can only be resolved with the cooperation of the global community. Taiwan,as a member of the global community, should make its best efforts to respond to climate change. The first issue Taiwan encounters in responding to climate change is internationalization. Understanding the newest international development and participating in the international community will the core of the project. This project, aiming at the capacity building of the legal community in Taiwan, have the following plans: hosting an Asian forum on climate change, establishing courses regarding climate change, publishing books of environmental law as well as climate change law, and participating important international environmental conferences.氣候變遷環境量能提升全球化climate changeenvironmentcapacity-buildingglobalization
