2023-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/649380全球近年都面臨不少經濟挑戰和政治變化並以前所未有的方式影響著各國;在 COVID-19 大流行之後更突顯出了整體社會過去已存在和新面臨的風險和脆弱性,更因如此,社會上日益加劇的不平等引起了更多關注,因為其影響不僅在於各種不平等本身,而是不平等往往存在於系統中,不平等也可能會自我強化、日積月累並有不可預測的持久性。因此有學者提出關鍵解決方案之一包括探索不平等的跨領域之間的關聯以及影響,例如經濟、社會、心理、政治和文化面向(Lamont & Pierson,2019)。探索導致、影響和延續這些不平等的機制及其對個人和系統的影響,將是解決種種緊迫社會問題的一個重要方針,也是未來社會科學研究的重點。 除此之外,不僅要檢視導致不平等原因,其整體負面影響程度和嚴重性,我們還必須考慮解決的可能方法。例如,復原力被認為是減少現代社會脆弱性的解方。特別是在社會科學們中引起關注的「社會復原力」,可以被概念化為群體在面對挑戰時維持和促進其福祉的能力,無論是文化、政治、社會或是經濟面(Hall 和 Lamont,2013 年)。除了從系統面關注政府系統對風險和脆弱性的反應至關重要,但同時我們要考量政府以及政策面之外,許多脆弱、高風險的社區、個人和組織尋找其他方法來應對壓力源的直接反應也不可小覷,因此此子計畫採用多層次,多面向的方法來概念化和調查不平等和社會復原力,聚焦在檢視政府、整個社會以及社區和個人群體在面對此類挑戰時維持其福祉的能力。 聯合國“2030 年可持續發展目標”(sustainable development goals,以下稱為SDGs)已成為當代各國政策制定和學術研究的重點課題,本計畫與其多項指標精神相符,子計畫主要關註三大研究領域: 1. 司法正義與行為健康 2. 收入平等 3. 台灣的“永續治理”與“良政” 子計畫下的3 大主題都透過多層次、面向的視角涵蓋了多項SDGs可持續發展目標。例如,D1 – 司法正義和行為健康透過培訓與高風險、邊緣化的族群工作之專業人和,提高其“法律意識”,同時促進社會工作、法律和藝術治療專業人士的跨學科合作,與聯合國側重之數項可持續發展目標相符,例如良好的健康和福祉 (SDG3)、減少不平等 (SDG 10) 以及和平、正義和強大的機構 (SDG 16)。 關注疫情後經濟和就業格局的變化的D2孫計畫,特別著重於收入不平等的整體影響,再從中加以關注女性勞動參與和工作方面之挑戰,與性別平等(SDG 5)相關的問題相關,並同時調查 COVID-19 對消費不平等以及相關政府角色和政策的影響。最後D3從關注台灣的“永續治理”與“良政”兩大主題出發,透過檢視各種可持續公共治理的各種可能設計形式,無論是面對面還是虛擬形式(元宇宙),此計畫關係到多重幾項不同 SDGs,並建立決策體系(包括人力資源、財力資源、法律法規、協同治理關係)。綜觀子計畫,不僅人們如何回應變幻莫測及快速擴散的風險因素,將是未來社會生活與全球治理的重要課題,能及早研究並獲取可能的解方也會是未來永續生活著重之重點。 Globally, economic and political changes and challenges have impacted countries in unprecedented ways; this is especially true after the COVID-19 pandemic having highlighted previous and new risks and vulnerabilities across societies. As a result, rising inequality has garnered more attention, as the repercussion lies not only in the inequality itself, but that often inequality are situated within systems, thus inequalities may become self-reinforcing, cumulative and increasingly durable. Thus, it has been suggested that one of the key solutions that have been proposed include exploring interdisciplinary connections of inequality, such as economic, social, psychological, political, and cultural dimensions (Lamont & Pierson, 2019). Exploring mechanisms of what causes, influences and perpetuates these inequalities and its impact on individuals and systems will be an important aspect of solving this pressing social problem and a focal point for upcoming social science research. Not only is it important to examine the degree and severity of challenges contributing to these inequalities, we must also consider possible solutions to such adversity. For instance, resilience has been presented as an attempt to reduce the vulnerabilities of modern societies. In particular, social resilience, after having garnered attention within social science disciplines, can be conceptualized as the capacity of groups of people bound together to sustain and advance their well-being in the face of challenges, whether it be cultural, political, social or economic (Hall & Lamont, 2013). While focusing on broader, more systemic governmental responses to risks and vulnerabilities during crises is essential, it is also important to consider direct responses of social groups, since many vulnerable communities, individuals, and organizations experienced profound challenges but encountered insufficient governmental systemic response and thus find other ways to cope with stressors. Taking a multidimensional approach to conceptualize and investigate inequality and social resilience, this sub-project focuses on investigating the ability of governments, overall society, as well as communities and groups of individuals to sustain their well-being in the face of such challenges. Align with United Nations` "2030 Sustainable Development Goals", which has become a key topic for policy development and academic research in contemporary countries, within the current subproject, there are three overarching research areas of focus: 1.Justice and behavioral health 2.Income equality 3."Sustainable governance" and "good government” In Taiwan All 3 sub-topics covers several SDGs through multi-level and multi-dimensional lenses. For instance, D1 - Justice and Behavioral Health focusing on several SDGs, such as Good Health and Well-Being (SDG3), Reducing Inequality (SDG 10), and Peace, Justice and Strong Institutions (SDG 16), through training social work who work with marginalized individuals to become more “law-aware”, while fostering interdisciplinary collaboration of professionals from social work, law, and art therapy. With a focus on economic and employment pattern changes post-pandemic, D2 sub-project focuses on the overall of issue of income inequality, with a special focus on issues related to gender equality (SDG 5) in terms of female labor participation, and work-life balance, while also investigate the influence of COVID-19 on consumption inequality as well as relevant governmental roles and policies.
