2018-08-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/662692摘要：法國為狂犬病非疫區，該國的狂犬病撲滅計畫是由法國南錫狂犬病與野生動物實驗室策劃執行，採用野生動物口服疫苗免疫及後續的口服疫苗攝食調查與抗體監測；該實驗室亦是歐盟(EU)暨世界動物衛生組織(OIE)狂犬病參考實驗室及世界衛生組織(WHO)狂犬病合作實驗室 (Nancy OIE/WHO/EU Laboratory for Rabies and Wildlife, ANSES)。我國農委會家畜衛生試驗所(畜衛所)自民國103年與法國南錫狂犬病及野生動物實驗室簽訂台灣鼬獾狂犬病病原性試驗合作備忘錄，截至目前合作成果豐碩，該實驗室不僅協助畜衛所建立狂犬病中和抗體檢測技術，亦合作完成 WHO 推薦之口服疫苗 SAG2 在鼬獾的安全效力評估試驗，試驗成果優異並發表於 PLoS One 期刊。為延續前期試驗結果，並擴大合作範圍及提高合作目標，畜衛所與法國南錫OIE/WHO/EU狂犬病參考實驗室已獲OIE支持簽訂並執行OIE Twinning計劃，本活動於107年10月17日至18日辦理前揭計畫開幕式研討會議，邀請OIE亞太區代表、法國南錫狂犬病實驗室兩位專家及亞太地區各國國家狂犬病診斷實驗室代表來臺召開研討會議，以闡述我國狂犬病研究領域之成就並與亞洲各國進行經驗交流。兩位法國專家來台將介紹OIE參考實驗室的任務功能與運作模式以及以OIE/WHO/EU參考實驗室的視野來看亞洲區狂犬病管理的發展、運作與願景。會中並與亞洲其他國家狂犬病代表交流、建立亞洲區狂犬病網絡，並宣傳家畜衛生試驗所將辦理之亞洲區狂犬病診斷能力試驗。<br> Abstract: France is a terrestrial-rabies free country, and its rabies eradication program was carried out by the Nancy Laboratory for Rabies and Wildlife of Anses through using oral vaccine immunization and subsequent antibody monitoring. The laboratory is also an European and OIE rabies reference laboratory and the World Health Organization rabies cooperation laboratory (Nancy OIE/WHO/EU Laboratory for Rabies and Wildlife, ANSES). Since 2014, Animal Health Research Institute (AHRI) has signed a memorandum of cooperation on the pathogenicity study of Taiwan ferret badger rabies with the above laboratory. Up to now, the cooperation has yielded fruitful achievements. The laboratory not only assisted the AHRI to establish rabies neutralizing antibody detection technology, but also cooperates on the studies of WHO-recommended oral vaccine SAG2 on ferret badgers for safety and efficacy evaluation. The results have been published in the PLoS one journal. For extending the collaboration scope to achieve a higher goal, ANSES-Nancy advised implementing OIE Twinning project jointly with AHRI for facilitating transformation of AHRI to file the application for OIE rabies reference laboratory. This OIE Twinning Project has been approved by OIE in February of this year; in June, the signing procedure among OIE, ANSES-Nancy, and AHRI was also accomplished. The launching meeting for this Twinning Project will be held on 17-18th October , 2018, with invitations of Asia-Pacific Representatives of the OIE, two experts from the ANSES-Nancy, France, and representatives from national rabies diagnostic laboratories in the Asia region. In the meeting, the achievements of AHRI in the field of rabies research and the goal of this Twinning Project will be presented. Two French experts will introduce function and operation of a reference laboratory of OIE and the expectation of the development and operation of rabies network in Asia from the perspective of OIE/WHO/EU reference laboratory. In the meeting, there will be the communications with the representatives from national rabies diagnostic laboratories in the Asia region, and the rabies network for Asia will be established.
