2008-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/707724摘要:在2003年出版《Welfare Capitalism in East Asia: Social Policy in Tiger Economies》(Palgrave Macmillan)之後,研究團隊再度結合起來針對東亞福利體制最新的發展進行探討,研究團隊成員包括香港大學Ian Holliday(社會科學院院長,也是生產型福利體制概念的創始者)與英國的Paul Wilding教授(前書主編者之一)提供理論建構的構想,香港大學莫家豪(負責香港部分)、台灣大學古允文(負責台灣部分)、新加坡大學M. Ramesh(負責新加坡部分)、以及一位韓籍學者(正洽詢Huck-ju Kwon中),研究成果將以國際出版的方式來呈現,各國研究進行所需經費則各自向當地之贊助機構申請。近幾年,東亞地區對於研究社會政策的興趣有越來越高的趨勢。這波遽增的研究興趣不僅針對個別服務與社會有更仔細的研究作品,並且也同時引發了越來越多的相關比較研究。最近,有某些學者提出了這樣的疑問:繼續以東亞福利模式來思考是否是有助益的?東亞福利模式是社會福利領域中一個明確而且是諸多學者共同關心的思考途徑,但是也有其他人質疑,將「生產型福利主義」作為東亞福利議題中最為首要的思考因素是不是有效的、並且有助於智識上的生產?這個研究計畫立基於較寬廣的理論背景,企圖以批判眼光來檢驗東亞於1997年金融風暴後,在社會政策領域所面臨的社會變遷與挑戰。並且這個研究也特別探析東亞目前所採用的福利模式,檢驗其在急速的經濟、社會與政治變遷中,是否能夠持久站得住腳。研究分為三部分來進行,第一部分則分別由各地的研究者對1997後社會條件的變化、以及這些變化對社會政策的影響進行指標資料建構與初步分析。第二部分則分析比較1997年後各國福利體制是否產生變化?若有,其變化的方向為何?第三部分則基於前述的分析成果,針對各地與社會政策決策相關的利害關係人(stakeholders)進行訪談,瞭解他們如何解讀社會變遷與政策回應,作為跨國比較研究及理論建構的基礎。<br> Abstract: After the publication of ‘Wefare Capitalism in East Asia: Social Policy in Tiger Economies’ in 2003 (Palgrave Macmillan), the same research team will gather again to explore the most updated development in East Asian welfare. The research team is led by Ian Holliday (Hong Kong University, also the concept initiator of productivist welfare regime) and Paul Wilding (Manchester University, UK) who provide theoretical framework for comparative study. The other members include Ka-ho Mok (Hong Kong University), Yeun-wen Ku (National Taiwan University), M. Ramesh (National Singapore University), and a Korean scholar (probably Huck-ju Kwon) who will conduct research works in different countries. In recent years, there has been a growing interest in the study of social policy in East Asia. The explosion of interest has generated both detailed work on individual services and societies and stimulating comparative studies. Most recently, some scholars have raised the issue whether it is still useful to think in terms of an East Asian Welfare Model, a distinct and shared approach to social welfare in the region, while some others have asked whether it is useful and intellectually productive to think of welfare in East Asia as being primarily ‘productivist’. This study sets out in this wider theoretical context to critically examine social changes and challenges to the social policy regime in post-1997 East Asia, with particular reference to examine whether the current welfare model adopted by East Asian governments are likely to be durable in the midst of rapid economic, social and political changes.
