2017-03-092024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/660141摘要：為配合「農村再生2.0」之施行，本研究針對區域性農村產業之亮點發展需要，調查、盤點地區性資源特色與發展潛力，選定營造主軸與區域，策劃營造重點。規劃範圍為新北市山海沿岸區域軸線(包括淡水區、三芝區、石門區、金山區、萬里區等)。 其中，營造區域亮點主軸係整合不同農村之生態、生活、文化或產業等資源，加值發展為軸線或區域性的亮點。運用文化、生態及產業旅遊核心策略，進行相關產業經濟建設調查及規劃，以課題分析及因應策略扶植農村產業發展，帶動小農、青農、導覽、休閒旅遊…等相關領域人才的在地創(就)業，得以人口回流、生態保護、產業升級及創新，達成里山之願景目標。 區域亮點推動主軸得包括下列各項: 生態實踐、地景藝術、友善人文、節水節能、綠色環保、食農教育、深度體驗等農村。最後，本研究擬提出至少6處區域亮點整合發展目標和構想，並說明依本規劃內容實施後之經濟效益、社會效益及環境(生態)效益，以及評估分析和預期產出KPI。 <br> Abstract: Associated with the implementation of rural rejuvenation V.2, this study, aiming the highlight development needs of regional rural industry, tries to survey and make an inventory on characteristics of regional resources and development potential, to select creating spindle and its area, as well as plan focal point. The planning area is Mountain-Coastal Area Axis in New Taipei City, including Tamsui, Sanzhi, Shimen, Jingshan, Wanli districts. In which, the creating regional highlight spindle is to integrate various rural resources of ecology, life, culture or industry and to develop valuably from each rural community to rural industrial axis or regional highlight. With the core strategies of culture, ecology and industrial tourism, the survey and plan of relevant industrial economic development, associated with subject analysis and response strategy, might support rural industrial development and drive starting a business or employment of fields of small or young farmers, navigation and leisure travel. Finally, the achievement of population return, ecologic protection, industrial upgrading and innovation could reach the vision goal of Satoyama Initiative. The promoting spindle of regional highlight includes rural areas of ecological implementation, landscape art, friendly and humanities, saving water and energy, green environmental protection, rural food education, deeply experience. Finally, this study proposes at least six regional highlight integrated development targets, ideas, and describes the economic, social and environmental/ecological benefits after the implementation of this planning case, as well as evaluation analysis and predicting KPI simultaneously.北海岸農村再生區域亮點里山North coastrural rejuvenationregional highlightSatoyama Initiative
