2010-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684818摘要：本年度計畫主要目標在於探討農業推逛人員對地球暖化、極端氣候或急速氣候（如大雨、焚風）變化等氣候變遷現象之認知程度，並檢視其對氣候變遷對農作物、農業發展等產生影響之看法，同時透過專家諮詢方式，建構從生產技術到銷售作為的防災與復建因應之道，作為農政單位研擬輔導農民因應氣候變遷之具體策略。本年度計畫之具體目標為： (1)針對農政專家進行深度訪談並對農業推廣人員進行問卷調查。 (2)透過量化方式，分析農葉推廣人員的個人背景資料、對氣候變遷之認知程度與風險意識，已及其對氣候變遷下農作物產銷及農業發展困境、農民未來的實際需求等看法。 (3)根據資料分析結果，提出因應氣候變遷之具體做法，建構農作物生產及銷售之防災與復健之策略，作為農政單位未來輔導農民重建之參考。 有鑑於過去國內相關研究僅對於氣候變遷如何影響農業部門的社會經濟發展，以及其對農場經營所造成的衝擊，曾有少數農經研究關注氣候變遷與天氣因素對於作物生產與市場價格的影響；相對的，無論是農民對於氣候變遷風險威脅與氣候災害之社會認知，或是農民對於異常天氣與氣候風險的調適能力，甚至是農業推廣機關（構）如何協助與輔導農民因應全球暖化的氣候變遷挑戰，相關的學術研究則付諸闕如，故進行本計畫可達成預期效益如下： (1) 探討農業推廣人員對地球暖化、極端氣候或急速氣候（如大雨、焚風）變化等氣候變遷現象之認知程度與風險意識，並檢視氣候變遷對農作物、農業發展等所產生之影響、農作物生產之困境。 (2) 透過相關研究建構從生產技術到銷售作為的防災與復建因應之道。 (3) 提出因應氣候變遷之具體做法，建構農作物生產及銷售之防災與復健之策略，作為農政單位未來輔導農民重建之參考。 根據本研究的調查結果，從確切掌握農業推廣人員對氣候變遷的認知以及輔導策略，並探討氣候變遷影響下農作物產銷及農業發展困境、未來的實際需求等看法，以作為未來輔導農民因應氣候變遷及有關單位進行決策參考參考之依據。<br> Abstract: In recent years, Climate change becomes an important global issues and the influence of climate on crops is very serious. By reducing the loss of agricultural crops, enhancing the cognition of the is very important. Otherwise, past researches most explore the climate change effect on agricultural department and farm management, but farmers’ social cognition, adaptive behavior and the guidance of the government on climate change risk seldom discussed. The purpose of this research is to discuss the cognition of agricultural extension staffs about climate change and to explore the effect of climate change on crops and agricultural development, the difficulties toward agricultural production and selling. This research takes individual farmers and agricultural extension staffs as the study subject, discusses the cognition of climate change, the effect of climate change on agriculture and the difficulties of agricultural production and selling.
