2011-10-182024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/671785摘要:經建會自前(99)年起舉辦多場國內外招商活動,歸納出七項國內外投資者密集詢問之熱門產業。本計畫針對「高科技 (含智慧型手持裝置、雲端運算與WiMAX)」一項進行價值鏈、優劣勢與競爭利基、產業發展現況與趨勢、未來發展契機與投資商機、政策建議與招商策略等進行深入之研析。本研究以次級資料與市場競爭分析為基礎,並敦請台灣產、官、學、研四界專業人士召開期中審查暨專家座談會二場,以期提供政府制定相關政策之方向。以下依序針對智慧型手持裝置、雲端運算與WiMAX三領域概述主要結論。 1. 智慧型手持裝置 台灣長久以來為全球硬體製造、代工之重鎮。以智慧型手機產業價值鏈為例,台灣廠商具有生產製造與全球運籌之優勢,除發展智慧型手持裝置關鍵模組,積極佈局智慧手持裝置高階零組件關鍵技術外,更應強化應用平台之重要性。消費者選擇商品時,從過去對硬體單純的系統效能要求,進一步提升為考量所搭載之應用服務豐富度,軟體與硬體並重已成為智慧型手持裝置產業生態市場發展的重要競爭關鍵。 2. 雲端運算 雲端運算服務是全球的發展趨勢,更促成ICT產業轉型,亦提供服務業發展新型經營模式及國際化之契機。社群網路發展推動公有雲之蓬勃應用,進而提供個人參與雲端應用發展之環境與創業之機會,故可積極鼓勵相關Apps之創新與研發投入。就政府雲端應用 (G-Cloud) 方面,從規劃階段,即宜考量運用本國技術與產品協助相關機關進行發展,由政府與產業兩個面向分進合擊,結合法人與業者之研發能量,逐步發展自有之國產解決方案。 3. WiMAX 透過在世界各地佈建之實例,WiMAX已驗證為可行之無線寬頻應用方案。台灣由於早期投入,於整體垂直上下游技術累積可觀之能量,亦為終端裝置之最主要生產國,出貨量佔八成以上。未來應立足於上述得來不易之基礎,發展國內無線寬頻網路應用之系統與裝置,除尋找WiMAX應用之市場區隔與定位外,因應數位匯流之趨勢,未來無線與有線通訊應用已非單一技術即可滿足用戶需求,異質應用服務之整合亦不失為理想切入點。 <br> Abstract: Seven highly interested industries by investors have been identified from several demonic and foreign investment promotion activities held by the Council for Economic Planning and Development (CEPD) since 2010. This project provides analysis including value chains, strengths, weaknesses, competitive niches, status and trends, future investment opportunities, strategies and policy recommendations, focusing on the “High Technology Item” (including smart mobile devices, cloud computing and WIMAX) among the seven. Based on secondary data collection and market/competitiveness analysis in conjunction with suggestions collected from 2 seminars/review meetings, of which the participants are experts from the industry, government, academia and research domain, specific recommendations for policy making are proposed. A brief summary of such recommendations for the aforementioned 3 areas is provided below: 1. Smart Mobile Devices It has been a long time that Taiwan plays an essential role on global device manufacturing and Original Equipment Manufacturing (OEM). For instance, Taiwan enterprises are advantageous on both manufacturing and global logistics in the industry value chain of smart phones. Besides developing key modules and researching kernel technologies of high-end components, it is as important to enhance application platforms so as to well satisfy consumers’ increasing expectations on smart mobile devices. More specifically, in previous consumer habits on purchasing, the major concern is purely on system performance. However, in recent years, richness of applications/services becomes the main consideration. Therefore, the key competence regarding development of smart hand-held devices nowadays is on both software and hardware. 2. Cloud Computing Cloud computing is undoubtedly the new trend of global development. It not only facilitates the transformation of the Information and Communications Technology (ICT) industry but also provides novel business models and internationalization opportunities for the service industry. With the progress of social networks, applications of public clouds are mushrooming, which provides opportunities for individuals to either engage in cloud applications development or establish a new business. It is then recommended that innovation and Research and Development (R&D) investment corresponding to Apps be encouraged. Furthermore, based upon the already-established foundation of the Infrastructure-as-a-Service (AaaS) mode in Taiwan, the Platform-as-a-Service (PaaS) and particularly the Software-as-a-Service (SaaS) modes may be better promoted. Another possible domain to promote cloud computing is in the government sector, named G-Cloud. Starting from the planning phase, it is suggested that domestic technologies and products, including those developed by not-for-profit organizations, be utilized together with the newly developed “open data” policy to help both the government and related industries create a promising market. 3. WiMAX The feasibility of WiMAX as a wireless broadband solution has been field-proven through worldwide practical instances. Since the early investment, Taiwan has accumulated notable related technologies. Besides, Taiwan is also the major terminal device manufacture supplying over 80% of global shipment. For future expansion, it is recommended that this hard-own foundation be based upon to develop more systems and devices for internal wireless broadband applications.
