2011-02-012024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/658142摘要:近年來台灣兒少保護及家庭問題日益多元複雜,2010年兩起攜子自殺案件引發我們思考如何協助一線社工在兒保工作的每一個階段都能夠更精準而快速地下判斷、作決策,為了降低再度發生虐待或其他不幸事件的可能性,我們並進一步探討兒童保護的服務模式有無重建的空間。本計劃旨在統整台灣家庭暴力防治的經驗,及國外兒保先進國家的經驗,在既有的風險研判工具上,結合國外研究機構發展一套適用於台灣兒保工作現場的結構化決策模式工具,利用標準化工具,區分兒童的危險程度,採分級回應制度,結合公私部門,將資源與人力做最有效的運用。本計劃將與美國國家少年犯罪預防委員會下設之兒童研究中心(Children’s Research Center, CRC )合作,引介其發展之兒童保護使用的「結構化決策模式」(The Structured Decision Making Model, SDM)。此模型是以實證研究為本的一套評估工具,它將決策的結構性/系統性及一致性帶入每一個決策的關鍵點, 篩出具有危險性的家庭,區分服務需求的程度(低、中、高),並提供人力與資源管理相關的工具。本研究團隊將評估與協助SDM量表客製化與本土化的發展,與擔任公部門與民間部門之間、在台灣與CRC之間、以及在學術界與實務界之間的中介橋樑。本計劃為期十一個月,三月至六月將致力於瞭解國內現狀以及國外使用SDM的經驗,與CRC的合作及SDM台灣版的發展與制訂則將於六月至十二月間密集進行。<br> Abstract: The child protective and family issues in Taiwan have become increasingly complex during the recent years. The two tragic incidents of parent-child suicide in 2010 have shocked the Taiwanese society, raising the alarm of the necessities to review the current child protective service (CPS) delivery protocol, thereby increasing more timely and efficient responses at all phases of service delivery. This is an 11-month project. During the first 4 months (March to June 2011), we aim to thoroughly review and evaluate the current CPS Protocol in Taiwan and other countries, such as the United States and Australia. And, from June to December 2011, we plan to collaborate with the Children’s Research Center (CRC) of the National Council of Crime and Delinquency United States, which has extensive experiences in the design and implementation of evidence-based standardized CPS protocols, that is, the Structured Decision Making Model (SDM), and facilitate the development of a revised Taiwan protocol that will effectively differentiate levels of risk, facilitate efficient service delivery, and maximize resources provided by public and private sectors. The SDM is found to facilitate all phases of decision making in CPS delivery (e.g., initial screening, risk differentiation, and caseload management) and the assessments made using this model are more reliable. We aim to bridge the CPS experiences and knowledge between Taiwan and the CRC, the public and private sectors, and the academic and the field, thereby facilitating the prompt development of a Taiwan-version SDM model that tackles the challenges presented now in Taiwan society with regard to its increasingly complex social, family issues.100年度「兒童及少年保護結構化決策模式工具發展計畫」
