2006-05-262024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/661410摘要:一.社區林業國際交流計畫因應目前國內社區林業的兩大重點:摸索與各林業治理項目的連結及可能可以發揮的空間,與原住民族的互動,本計畫認為國際交流可以對這兩項核心議題做出一些突破性的貢獻。國際交流的重點在:1. 與社區林業發展成果不錯,又有處理原住民族事務經驗豐富的國家,建構資訊交流與合作的管道;2. 積極參與相關社區林業的國際研討會議,發表國內推行與研究的成果,並與國際學界互動對話;3. 主動接觸相關社區林業推廣的國際組織,舖陳爾後的連動。計畫第一年延續林試所國際交流計畫去年與加國的合作,以參加加拿大推行社區林業計畫頗有成果的BC省社區林業協會年會,還有於加國溫哥華舉行的國際自然資源與社會研討會為目標。除將在國際自然資源與社會研討會報告我國推行社區林業的經驗與初步成果,宣揚我國相關社區林業的進展,也擬實地接觸、報告與互動對話,以收集加國與其他國家地區相關社區林業發展的資訊。 二.加強林業國際交流合作─「森林資源活化與永續經營」中美技術交流為配合農委會林務局達成森林資源之活化與生態經濟之永續經營目標,本計畫將協助林務局進行森林育樂專業技術與實務資料收集,並與美國林業機關洽商交流事宜,進一步提<br> Abstract: 1.The international exchange and communications of the community forestry program Exploring linkages with current topics of forestry governance and building up partnership with indigenous tribes are now two main challenges of the community forestry program in Taiwan. This study suggests that international information exchanges and communications may make great contributions to dealing with relevant issues. There are three targets and objectives for the international information exchange and communications: 1. Visiting those countries who has engaged a successful community forestry program, and has experiences to cooperate with their domestic indigenous people. 2. Participating relevant international symposium to report results and achievements of our community forestry program. 3. Contacting with those international organizations that aim to engage training and extensions of community forestry. In the first year, we plan to continue the link with the Canadian expert which was initiated by the international cooperative scheme of Taiwan Forestry Research Institute last year, joining the 2006 BC Community Forest Association (BCCFA) Conference and Annual General Meeting, and the following ISSRM 2006. At both occasions, we will present several papers relevant to achievements and status of community forestry program in Taiwan, and collect experiences of community forestry in Canadian and other countries. 2.Forest Resource Revitalization and Sustainal Development-Taiwan-American Technical Symposium In cooperation with the Forestry Bureau to achieve the goal of revitalization of forest resources and the sustainable development of ecological economy, this project will assist the Forestry Bureau in data collection on technical and practical issues pertaining to forest recreation. Discussions will be held with American forestry agencies to further a mutual discourse and supply experience from American and European countries on the practical and technical aspects of forest recreation development. This year (2006) American National Forest experts in sustainable forest development, forest resource evaluation and investigation will be invited to Taiwan to advise on the revitalization of forest resources and its sustainable development. Through this Taiwan-American “Forest Resource Revitalization and Sustained Development” symposium, a vision for future development is to be formulated.
