2019-01-312024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/677898摘要：全球人口快速老化所帶來的健康與醫療的問題已是全世界所關注的議題，而臺灣農村也面臨同樣的相關問題，如因人口老化造成農村農業人力不足，進而引響農地廢耕與農村老人照顧等農村發展困境。而農委會水保局台北分局以「農村再生2.0」政策為主軸，期望發展以綠色照護為核心理念，並配合未來在地老化銀髮照護政策，將「樂齡休閒」與「生活照護」兩大面向結合，將建立「農村綠色樂齡生活區」之服務體系。 因此，本案承106年度之水保局北區分局特委託之「北區農村綠色樂齡生活區營造計畫」，進一步構思「108年北區農村綠色樂齡生活區先期空間規劃」，將農村休閒與綠色照護等具有延緩老化與促進健康效益的活動，轉換成實質能營造農村發展的空間規劃，以期創造農村發展新契機。首先，以前年度所評選出的潛力亮點生活示範社區－內城社區作為長宿休閒發展特色生活區；其次，另評選出2處新潛力生活區，並根據先前計畫之區域特色定位與社區資源及動能，再配合社區意願，另與其相互構思未來發展特色與規劃方向，創立各區獨特樂齡生活區品牌，據此進行空間規劃；最後，提出後續社區經營管理之建議。 本案預期能建立臺灣農村發展新模式，以供後續全臺各地農村建立獨特樂齡生活區品牌之典範，並創造與帶動農村發展之新契機。 <br> Abstract: The aging population is rapidly increasing in the world, and it is also rapidly increasing in Taiwan. The aging health and medical problems become global issues. Rural areas in northern Taiwan face similar problems, including agricultural insufficient manpower, fallow agricultural land, rural elder care, etc. Therefore, Taipei Branch of Soil and Water Conservation Bureau of Council (SWCB) hopes to construct “Green Senior Living Community Development” with “Rural Rejuvenation Program 2.0”. This project will integrate "aging leisure" and "life care" two aspects to develop the systems of “Green Senior Living Community” through rural elder care policy, the core concept of green care, and the past rural hardware and software construction. With goals to create new possibilities for rural development in green senior living communities, we referred to “Green Senior Living Community Development in North Rural Areas” project in 2017, by transforming rural leisure and green care activities into principles for rural development in spatial planning. First, we adopt the potential communities evaluated by previous project-Neicheng community- to demonstrate green living community on working holidays. Secondly, according to each community’s regional characteristics, community resources and community capacity, we chose 2 new communities. We will further base community’s spatial planning through discussions on future development goals and to create a unique senior living community brand. Lastly, we will propose operational and management suggestions to communities.
