2008-06-062024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/670752摘要:雖然台灣服務業佔GDP的比率已達71%,與先進國家相近,但近五年服務業利潤率僅達6.6%,所有的表現均不如製造業,在知識密集型之服務型態比重尚落後先進國家。鑒於服務業發展之必然趨勢,如何藉由加值型服務業之發展成為經濟成長之動力,服務業人力之供應量與質攸關重大。一個有效的服務業人力認證制度可反應產業發展所需之共通性知識、降低雇主之選用成本與在職教育成本。在考量服務業發展之潛力與人才培訓於其中之重要性,本研究擬探討國內特定服務業之人力認證狀況,嘗試了解推動專業人才認證對服務業發展之效益與成本,並藉由國外經驗,及企業需求綜整提出前瞻性的規劃與建議,期對政府推動服務業發展之政策設計有所助益。<br> Abstract: Despite the relative GDP of service industries in Taiwan has reach 71%, near the levels in advanced economies, the performance in terms of profitability and growth rate is unsatisfactory in the recent five years. The percentage of knowledge-intensive service industries is still behind that in advanced economies. Given the irreversible trend of service industries, the development of value-add service industries as the driver of economic growth is contingent upon the quality and quantity of manpower. An effective manpower certification regime reflects to some degree a common body of knowledge required for the industry. Such a regime also reduces the costs of selection and on-duty training for employers. This study is an attempt to investigate the current status of service manpower certification systems, and estimate the social and economic benefits and costs of promoting service manpower regime.
