2013-08-092024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656131摘要:臺灣近年水資源供需問題日趨嚴峻,人工增雨作業的進行,成為乾旱防救措施必須考慮的一環。近年水利署已完成若干人工增雨基礎與應用研究,除顯示暖雲種雲的方式可以在國內推廣之外,亦研發出完整之作業流程。臺灣大學團隊在2011年9月至2013年7月期間,即引用研究成果,協助水利署進行地面暖雲人工增雨作業。 本年度將在已建立之人工增雨作業流程上,持續協助水利署執行地面暖雲種雲作業,包括:天氣守視和研判、啟動人工增雨決策、通報聯繫以及種雲後的水文資訊彙整等。民間對於人工增雨仍存有諸多意見與疑慮,部分水庫管理單位亦無完整作業能量,服務團隊將提供經驗與技術上的諮詢,以協助水利署進行溝通協調;尤其人工增雨問答手冊之編製,將可成為教育民眾、宣導增雨政策之有效工具,也便於各級管理及作業人員直接進行一般性問題之回應。未來旱、澇交替出現之頻率將漸增高,無大型水庫的南部地區,需要優先加強防旱措施,計畫執行期間,將赴南化集水區及高屏溪上游各攔河堰勘查,以確認10(包含高屏溪7、南化集水區3)處適合設置地面增雨站之地點。此外,旱災服務(人工增雨服務團資訊)網是推動增雨政策與施作的重要平台,計畫期間將持續維運。 綜合言之,本計畫在已建立之基礎上,繼續提供水利署各項氣象專業及行政服務,以達到確保人工增雨常態作業順利、強化增雨效能及延續增雨政策之目的。 <br> Abstract: Artificial rainfall enhancement, one of the feasible strategies, is necessary for the water resource management and drought mitigation. Some theoretical and applicable cloud seeding researches which were supported by the Water Resources Agency (WRA) have been accomplished in the past several years. According to these researches, service team has been helped WRA to operate rainfall enhancement for three years. In this project, service team will keep advancing warm-cloud seeding operation for WRA. The established procedures, including routine weather watching, cloud seeding strategy designing, works coordinating, and meteorological data collecting, will be followed and conducted in each cloud seeding cycle. Besides the operational support, service team will help WRA to counsel with other governmental departments on technical assistances and to reply the opinion from the public. The states of geographical environment and administrative sustainability about the possible precipitation enhancement stations in Southern Taiwan that is short of cloud seeding equipment will be suggested.
