洪鎌德Hung, Lien-Te臺灣大學:國家發展研究所謝妙冠Hsieh, Miao-KuanMiao-KuanHsieh2010-05-052018-06-282010-05-052018-06-282009U0001-0607200917315400http://ntur.lib.ntu.edu.tw//handle/246246/180272本研究主要從老人福利相關論著探討老人福利問題，並就臺北市人口變遷情形，分析臺北市人口老化趨勢，進而從臺北市老人福利措施經費編列情形及老人福利措施內涵及實施形情，研析現行臺北市老人福利措施實施概況，再以問卷調查結果分析臺北市老人生活狀況與需求及對老人福利措施之認知與需求，據以檢視臺北市老人福利措施實施之情形。結果發現，年輕老人仍有工作意願可再予運用，而少子化趨勢讓老人不得不面對現實，修正養老觀念，又健康、照顧與經濟仍是老人問題的基本核心，政府「在地老化」政策仍為未來的發展方向。另發現臺北市每年花費龐大經費，辦理多項老人福利措施，但是除了切身利益的經濟補助項目外，老人們對可利用的福利項目資訊明顯不足。研究針對發現建議臺北市政府就老人福利措施之規劃，應予建置自主彈性退休機制，以活化老人人力之運用；以差別計價方式，建立多元性老人福利措施，創造銀髮產業之利基；充分利用閒置場所，建置合適的活動休閒場所，滿足不同的生活需求；並強化預防保健醫學的宣導，營造健康的老人社會；建置合理的社會安全體制，發揮資源的經濟效益；尤應強化老人福利措施的宣導，確實傳達予需要者知道相關訊息，以落實福利措施之推動，整建更完善的老人福利圖像。My research explores the welfare problems of aging people and analyzes the implementation of the measures of aging people’s welfare in Taipei City mainly from the following perspectives: the change of the population structure, the aging trend of the population, the budgeting of the expenses for aging people’s welfare, the content and implementation of the measures of aging people’s welfare, and the conclusion from the questionnaire on aging people’s demands and recognition for the measures of their welfare in Taipei City. It discloses the following outcome: elderly people who are willing to work can be arranged into the market of employment; the trend of fewer children helps aging people face reality and modify their concept about retired life; health, care, and financial problems are still the central issues for aging people; there is still room for Government’s “locally aging” policy in the future; despite the huge expense on many measures of aging people’s welfare in Taipei City, aging people have little information about the useful items except the item for individual’s subsidiary allowance.
