2023-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/649006「國家永續發展的數據分析與評估」計畫將以數據分析為基礎,針對國家、產業、及科研中心追求環境、社會、與治理(environmental, social, and governance(ESG))等永續目標相關的議題進行嚴謹評估,本計畫的三個子計畫概要分述如下: 子計畫一「永續(ESG)目標的經濟與財會分析」希望能夠描繪一個經濟體下的企業永續藍圖。在環境方面,本子計畫欲探究碳排放、空氣汙染等企業汙染的成因與其實質效果,進而了解氣候變遷、綠色投資、碳足跡盤查等等議題。在社會方面,本子計畫希望研究社會多元性在資本市場中的角色,包括對於市場對於企業盈餘宣告之交易量反應、價格反應及股價崩跌現象之影響。此外,本子計畫延續前五年的高等教育深耕計畫主題,持續研究所得分配相關議題。在治理方面,本子計畫則分析政府與企業資訊透明與揭露的重要性、了解公司治理與資本市場制度的完備等等。綜合前項環境、社會與治理的三個面向,子計畫將進行三個面向的全面性分析,並用文本分析和描繪臺灣的企業永續地圖(ESG landscape)的方式,了解臺灣企業的永續地圖發展演進與現貌。 子計畫二「永續(ESG)目標的組織與人才分析」探究科研機構的永續發展與永續創新。在治理方面,本子計畫欲挖掘與分析科研機構在所屬領域的知識體系裡的研發脈絡與競爭定位,進而掌握科研組織的永續創新,與主流的領域脈絡的交流互動關係,以及其在競爭態勢中的動靜態定位變化,以供政府、產業、企業、高教等體系檢驗自己在創新產出的成效與努力,進而規劃為求永續發展的調整改善方向與作法。在社會方面,本子計畫聚焦科研機構的研發成果如何從一領域/機構/地理區域散佈與外溢到至其他領域/機構/地理區域的知識擴散轉化、以及科研機構如何結合多個異質領域的知識的跨領域研究,以協助整體社會解決複雜的永續發展問題,本子計畫更將從政府資助的補助者、受補助者、領域等不同角度觀察比較其知識擴散的數量品質表現,並解釋與衡量其差異。 子計畫三「永續(ESG)目標的環境、組織與治理分析」從一個組織的環境、組織和治理的層面分析ESG的架構與影響。在環境方面,本子計畫將由空氣汙染、政府對企業的環境建置以及訊息資訊透明化著手。組織的分析著重在政府對於企業人才的解除管制、研發人員多元化、人才團隊組成的組織策略等議題。治理方面則以公司治理、科研團隊的組成策略與創新機制、以及ESG如何治理新型數位金融的發展等主題為研究目標。 本計畫研究成果有助於政府、企業與科研機構制定永續發展策略。 Strategies for National Sustainable Development: A Data Analytics Approach will carefully examine data sets from public and private sectors to analyze Taiwan’s public policies and to provide strategic foresight that outlines tangible solutions to the environmental, social, and governance(ESG)issues. This project contains three subprojects that leverage a great volume of data and rigorous analytical tools to tackle these issues. The first subproject, The Analyses of Sustainability Goals from the Perspectives of Economics, Finance, and Accounting, aims to draw a blueprint for corporate ESG practices of an economy. Among environmental issues, we intend to explore the causes and consequences of carbon emissions and air pollution of companies, and issues related to climate change, green investment, and carbon footprint verification. Among social issues, we plan to study the role of social diversity in the capital market, including the impact on the market’s trading volume response to corporate earnings announcements, price responses, and stock price crashes. We also explore issues related to income inequality. Among governance issues, we plan to analyze the importance of transparency and disclosure of firms and the government. We finally summarize three aspects of ESG by text analysis and drawing the ESG landscape of Taiwan. The second subproject, The Analyses of Sustainability Goals from the Perspectives of Organization and Talent Development, intends to investigate the sustainable development and innovation of scientific research institutes(SRIs). Among the governance issues of SRIs, we plan to explore and analyze the development trajectories and competitiveness positions of SRIs within their respective fields’ knowledge systems, especially regarding how these trajectories interact with those of the fields, and how these positions vary over time in the context of global competition. We expect that these findings provide insights into the sustainable innovation performance and endeavor by government agencies, industries, enterprises, and higher education institutes. Among the social issues of SRIs, we focus on the knowledge diffusion of SRIs, specifically on how the research achievements of SRIs are spilled from one field/institute/area to others and about how pieces of knowledge from heterogeneous fields are combined and integrated. We further investigate, measure, and explain the quality and quantity differences of knowledge diffusion from the perspectives involving various funding agencies, fund recipients, and fields. Overall, this project aims to understand the mechanisms of sustainable development, not only of the SRIs themselves but also of their impact on society, so as to assist the government in charting its future endeavors and policies in achieving sustainable development. The third subproject, The Analyses of Sustainability Goals from the Perspectives of Environment, Organization, and Governance, aims to analyze the structure and impact of ESG from these three perspectives. In terms of the environment, we will start studying how air pollution regulations affect corporate strategies and performance. The analysis of the organization focuses on issues such as the policy deregulation on the market of foreign talents, talent diversity, and organizational strategies for the formation of talent teams. In terms of governance, we explore issues regarding research team diversity, the talent composition strategy and innovation mechanism of SRIs, and the relation between ESG and newly developed digital finance. By doing so, we expect to provide a more comprehensive understanding of an organization`s ESG strategy and its social impact.
