2016-09-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/679204摘要:本計畫擬結合學界與法人研究能量,擷取學界具潛力的團隊結合來自法人的專業專職能力執行價創計畫,進行高技術門檻、長研發時間的高附加價值厚創業。 整個計畫會在教育部成立計劃推動辦公室、計畫審議委員會、與團隊擷取委員會,同時要在大專院校成立產學研鏈結中心,並由中心挑選團隊提出價創計畫的申請。為了協助團隊能創業或加入公司,學校須建立一彈性的經費報支與人事聘用制度。 中心與計畫管理引進DARPA模式,四年期程內將依序建立起技術行為、技術互動與技術信仰三項破壞性創新必要的核心結構,由核心團隊起始發展產業聚落並培育相關人才。 此計畫預計在四年內,擷取八個以上產學研鏈結中心與十五個以上的價創計畫,衍生至少六家新創公司(spin-off)或加入國內優質企業(spin-in)。 <br> Abstract: This proposal aims to set up a program that can integrate the talents from both research institutes and academic institutions to form a start-up team. Such a start-up team can translate the intellectual properties of academic scholars into technologies, products, or platforms that can be prevailed in the commercial markets to generate the significant revenues for Taiwan. This proposal will be outcome-driven. The exit plan of this start-up team must be spin-off to set up new companies or be spin-in major companies in Taiwan. In order to achieve this goals, the program is operated in a structural framework. This framework contains two systems, the selection system in the Ministry of Education and the execution system in universities. The selection system has a supervised committee, a reviewing committee, and an operating office and the execution system has a connection center among industry, academic institutes, and research institutes. The translation projects from intellectual properties to real prototypes are executed by the principal investigators selected by the center. The center must hire professionals and entrepreneurs who can provide the best consultants to the teams on the issues such as intellectual properties and the process to set up a new start-up. The progress of center and projects will be reviewed by the reviewers from the reviewing committee by a well-known DARPA management approach. In addition, the administration of university with the center is required to provide a flexible accounting and personnel system to support both centers and projects. In this proposal, all the center and the projects selected by the selection system are related with the area of smart machinery. More than eight centers and more than fifteen projects will be selected and be financially supported from this proposal.
