2017-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/682242摘要：行政院災害防救委員會為強化基層之災害防救能力進行「災害防救深耕五年中程計畫」之推動，使全國各縣市的災害防救工作都能夠往下深耕至各鄉（鎮、市、區）建立其防救災體系、提升相關人員素質、建置防救災相關基礎資料。新北市於民國99至105年間推動深耕第1、2期計畫，成果豐碩。為延續此能量，在該兩期計畫結束後，持續推動本計畫。本計畫主要工作包括： 1. 公所實地輔導。更新災害防救團體組織能量資料。 2. 檢討各區公所簽訂之開口合約內容並提供修改建議。 3. 更新與彙整新北市轄內各區之防救災資源；檢視新增之民生物資儲備場所及避難收容處所之安全性評估資料，並針對高危險場所進行耐震能力初步評估。 4. 繪製及更新各式防災圖資。 5. 調查各區防災避難看板設置地點並設置15組看板。 6. 舉辦災害兵棋推演。 7. 辦理區長班、里長班、市府班、區公所班防救災教育訓練，。 8. 推動2處防災社區。協助防災公園規劃。 9. 蒐集企業防災與防災士資料。 10. 配合NCDR與校園進行相關防災推廣。<br> Abstract: In order to strengthen the disaster prevention capacity at the lowest level, Central Disaster Prevention and Response Council, Executive Yuan, launched the “five-year mid-term disaster prevention enhancement plan". And that plan launched its 2nd phase later. The capacity building of disaster prevention, including personnel training, basic data collection, and emergency operation enhancement, can be enlarged through this plan. New Taipei City government and its supporting team has participated the two-phase plan, and the results are fruitful. After ending of the plan, this plan is launched to maintain the momentum gathered before. The main tasks of the plan include: 1. Office of the field counseling. Update the disaster relief organization energy data. 2. To review the contents of the open contract signed by each district office and provide suggestions for amendment. 3. To update and consolidate the disaster-prevention resources in the districts of New Taipei City; to evaluate the safety assessment of the newly added places of storing life support goods and evacuation shelters. 4. people`s livelihood and places of refuge, and to conduct preliminary assessment of the seismic capability of high-risk areas. 5. Draw and update all kinds of disaster potential maps. 6. Investigate locations of setting evacuation route signs (15 sets). 7. Personnel training (For different levels, including city government officers, district office chiefs, district office officers, village chiefs). 8. Promote 2 disaster resilience communities. To assist in disaster-prevention park planning. 9. Collecting information on enterprise disaster prevention and disaster-prevention- expert system in Japan. 10.
