2005-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/708753摘要：聯合國宣布1999年為「國際老人年」，要求各會員國提出針對老人的全國性與地方性的方案，處理涉及代間議題的「邁向一個全齡的社會」(towards a society for all ages)。意圖避免將漸增的高齡化社會中的老人邊緣化，同時緩和因人口老化帶來的世代間照顧負擔的壓力。緊跟著，2002年聯合國在馬德里（Madrid）召開世界高齡化會議（United Nations Assembly on Aging），再次確認老化不只是一個個人的議題，也是一個社會的議題。 我國於1993年時老年人口比超過7%的人口高齡化（aging）國家門檻。2004年老人人口比率升高到9.4%。這樣的現象會因二次世界大戰後，嬰兒潮人口進入老化的2014年起，老人人口快速增加，從273萬人（11.6%），增加到2021年的392萬人(16.54%)，到了2025年，我國老人比率將佔總人口的五分之一。人口老化的情形約略等於瑞典1980年代末（Korpi, 1995），及日本1990年代末（Usui and Palley,1997）的水準。 人口老化是一個多面向的過程，涉及生理、心理、家庭關係、社會關係、就<br> Abstract: The United Nations General Assembly recognized “humanity’s demographic coming of aging” by declaring 1999 the International Year of Older Persons. The increased aging of the world population is the most dramatic demographic shift in history. From 1999 to 2050, the world population aged 65 and over is expected to triple. In Taiwan, the percentage of older persons has already reached 7%, so called “aging nation” since 1993. In 2025, more than 20% of Taiwanese will be 65 or older. This shift is largely due to increased longevity and decreasing birth rate. The dramatic increase of older people presents an immediate challenge to social scientists. Many professionals, such as social workers, nurses, city planners, architects, must intensify their focus on late life and intergenerational interdependencies, as well as the impact of the demographic revolution on the structure of the family. This integrated research is to prepare a comprehensive planning for the coming aging society in Taiwan by 2025. The study fields include income maintenance for older people, social and health care for older people, creating enabling environments for older people, ergonomic research in aging for the 21st century Taiwan workforce, and transportation for older people.
