2012-05-032024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/683875摘要:近年全球氣候劇變,再伴以溫室效應之影響下,使得全球氣候異常、極端,連帶提高複合性災害之發生機率,嚴重衝擊到人民之生命及財產安全;加上臺灣地狹人稠,不當的土地開發利用及水文情況特殊,坡陡流短,每逢颱風、豪雨易雙溪河地區產生嚴重水患。新北市政府雖於民國96年起陸續辦理各項工程計畫,以減輕該區水患,但由於過多工程措施將對水文、生態環境造成衝擊,因此地方人士期望在不破壞原有景觀風貌、生態資源的原則下治理雙溪水系。 本計畫於本年度將選出三個示範社區,期能透過水患自主防災社區建立與社區積極密切的溝通,一同進行防災對策研擬,並協助社區防災組織編組,以達到社區自主防災的目的,水患對居民生活之衝擊亦可減輕。 <br> Abstract: Due to the combined effect of climate change and global warming, the global climate has become abnormal and extreme, which in turns raises the risk of complex disaster and seriously impact the living hood and properties of the citizen. In addition, numerous factors such as dense population, inappropriate land use, and unique hydrology and topography which means the steep slope and short river length, can easily lead to serious flooding in the Shuangxi River area. New Taipei City government has implemented some engineering project in order to mitigate the flooding in this area since 2007. However, the engineering measures raises the concern of impacting the hydrologic and ecologic environment, and therefore the local citizens expect to manage the Shuangxi River without disturbing the landscape and ecologic resources. This project will choose three communities for demonstrating the development of flooding prevention community.
