2012-06-142024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/660831摘要:臺灣之年降雨量豐沛,但因河川坡陡流短,難以完全積蓄降雨加以使用,水源短缺引致農業用水量不足乃至農業旱災情勢頻仍。農業用水容易受到乾旱缺水的衝擊,因此有必要建立區域性農業發展遭受旱災侵襲之危險度、脆弱度及風險地圖,作為對乾旱災害管理與因應之參考。 農業發展主要能提供生活、生產以及生態之三生功能,而農業旱災將導致相關功能失調,例如生產降低、農業渠道乾涸等。據此,分析不同區域農田與水利設施之特性,探討枯旱期間,各區域之相關農業功能之損失程度,透過農業旱災危險度及脆弱度之加值,進而建置農田水利旱災風險地圖。 災害風險地圖已為近年來先近國家針對災害之減災預防所採用之非工程方法之一。當一地區具有較高之災害危險潛勢、以及較容易因災害而造成損害之保全對象時,該地區則具有較高之災害風險。因此,本計畫透過農田水利旱災危險度及脆弱度地圖之研析,最後加值為農田水利旱災風險地圖,可呈現農田水利會所轄之灌區中遭遇水資源短缺時,最容易發生災害之地區。針對旱災風險地圖之分析結果,可應用於示範區,據以針對高風險之灌區,依其引致高風險之原因,規劃枯旱時期防災減災策略。<br> Abstract: The annual rainfall in Taiwan is abundant, but the river has a short steep slope flow.
