2013-06-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/707310摘要：坡地災害問題是近幾年聯合國的重點工作之一，尤其在東南亞地區，至少就有五個國家(印度、泰國、尼泊爾、馬來西亞、菲律賓)在過去三年內成立坡地災害相關的國家級機構。但這些機構成立後，不但缺乏技術、知識與人力，更不知道如何運用自然資源，以永續經營的方式制訂法律和處理災害。雖然台灣在此方面已具備一流的技術與豐富的經驗，但卻也因為不是聯合國成員而鮮少有機會在國際舞台向他國展示相關產業技術，因此本所(水工所)藉由國合會的「東南亞區域國際共同研究暨培訓型活動計畫」之補助，邀請國內外專家學者做為授課講師，舉辦為期12天的短期坡地災害培訓課程，並招募東南亞地區相關機構的學員做技術交流。藉此短期課程機會，我們可以將國際級的講師演講內容錄影存檔，提供未來台灣學生學習的教材，並在此交流過程與他國人員建立良好關係。而在培訓課程期間，我們也安排水保局、災害防救中心等單位協助實地考察，將我國防災經驗推廣給缺乏技術的國家，增進他國與我國相關廠商的合作機會，輸出台灣防災產業技術，並建立台灣在坡地災害的領導地位。<br> Abstract: Landslide related disaster has become one of an important work in the United Nations. For instant, the national organizations for slope land disaster reduction were established over five countries on Southeast Asia in recent years. However, the national organizations are not operating effective because of their lack of technique and experiment. Taiwan’s experiments can be showed in few opportunities due to Taiwan is not a member of the United Nations even if we have major techniques in disaster reduction. Thanks for the financial support of National Science Council, the international training course for the countries of Southeast Asia can be hosted by this chance. Through this training course, many experts will come to Taiwan as teachers, the speech and teaching materials will be saved and provide for other Taiwan’s students. Also, the arrangement of field trip will ask SWCB and NCDR to assist in demonstration of technique for slope land disaster reduction locally.
