Wright 的理論，有從涵括管轄模型(Inclusive-Authority Model)轉向重疊管轄模式(Overlapping-Authority)的趨勢。這種模式異於美國由協 調管轄模式(Coordinate-Authority Model)走向重疊管轄模式。可能是美國係聯邦 體制國家，我國為單一體制國家的差別有關，值得再進一步探討。 如依據David C. Nice 的理論加以檢證，我國縣市級垂直府際關係型態則似 乎較屬於互賴模式(Interdependence Model)，但仍應積極努力邁入功能模式 (Functional Model)及競爭模式(Competitive Model)。而且在政治面應擴大領導間 的合作活力，地方政府與中央政府間，乃至與民間的溝通能力，並應加強政黨與 府會間的合作意願與府際發展的認識。在法制面則應加強中央及地方有關府際關 係、府際管理法律、法規網絡的建立，訂定有關組織、人事、財務、執行等方面 的法源與契約及合約等運作規範，以及建立府際合作在運作監督、衝突解決等方 面的機制。而在管理面則需加強組織重組、建立包括區域合作組織、團體、協會、 機關及相關組織網絡的建立能力；以及加強中央尤其地方政府的各種組織、人 事、財務等方面的合作管理經驗與能力，包括在監督與責任檢討機制的運作能力 的加強等。According to the empirical research on the Inter-Governmental Relations (IGR) of Taichung City and Nantau County of Taiwan, it is significantly approved that the horizontal IGR on the local governments of Taiwan is just transforming its inclusive-authority model to coordinate-authority model. Refering to the theory of David C. Nice, the IGR type of Taiwan, especially on the county level, it is undergoing the interdependence model, but need to level-up to the functional model and competitive model. Furthermore, politically, it needs to enhance the leadership cooperation among central and local governments, and thecivil societies. In terms of legal systems construction, it is necessary to take some measures to constitute the networks of laws, regulations and the manipulation contracts of IGR.
