許銘熙2006-07-252018-07-092006-07-252018-07-092004http://ntur.lib.ntu.edu.tw//handle/246246/9943敏督利颱風及其引進強烈西南氣流,重創台灣中、南部地區,引發嚴重淹水、土石流及坡地崩塌,造成29 人死亡、12 人失蹤、16 人受傷,多處橋樑道路阻斷,農業損失、重要設施與民眾財物損失逾新台幣三百億元。 國家災害防救科技中心暨防災國家型科技計畫辦公室與中興大學、逢甲大學、成功大學等協力機構共組團隊,自7 月5 日開始進行勘災調查工作,針對坡地崩塌、土石流與洪水災害,以及所造成之人員傷亡、財物損失、重要設施損毀、環境衝擊與緊急應變體系運作等事項,進行系統性的勘查。同時蒐集敏督利颱風及七二水災各項相關資訊進行整理分析,深入探討致災原因並檢討各級政府緊急應變體系運作情形,以提出評估分析結果及改進建議,做為日後強化整體防救災體系及因應對策研議之參考。 為處理勘災調查工作所蒐集的大量資訊,本計畫根據作業需求建置勘災調查資料庫,並結合地理資訊技術進行查詢及展示空間資訊,提供做為致災原因分析研究工具,同時,也為日後災害防救資料庫之建置奠定基礎。Typhoon Mindulle and the following storm resulted in severe hazard such as floods, debris flows and landslides in mid- and south-Taiwan. The death toll caused by the disaster event was 29 with 12 missing and 16 people injured. Many roads and bridges in mountain area were destroyed. Total damage to crops, infrastructures and assets due to the typhoon was more than NT$ 30 billion. The National Science and Technology Center for Disaster Reduction and the Office of National Science and Technology Program for Hazard Mitigation co-organize a team for hazard investigation with the cooperation institutes, including the National Chung-Hsin University, the Fong-Chia University and the National Cheng-Kung University. The field survey started on July 5th and investigated the flood, debris flow and landslides damages caused by the event. The casualties, financial losses, damage of infrastructures, environmental impacts, and operation of the emergency responses system were surveyed systematically. The information related to the event was widely collected and summarized for analyzing the disaster causes thoroughly. The emergency response operations of different government levels during the event were reviewed. The conclusions of the analysis results and the improvement suggestions are proposed in the report for enhancing the emergency response system of all government levels and countermeasure plans for hazard mitigations. A databse and information system for the investigations is developed herein to deal with the great information accompanying with the works. The GIS technique is introduced into applications for querying and displaying the spatial-related information.
