2017-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/699708摘要:為因應全球氣候變遷與能源危機等環境議題,綠色交通與永續發展已成為世界主要城市交通發展政策考量中不可或缺的一環,公共自行車系統做為公共運輸系統之一環,可銜接捷運與公車路網,達到及門運輸的最後一哩路,同時也是宜居城市之重要代表性建設之一。公共自行車系統可取代傳統機動運具短程旅次,滿足旅運需求的同時也能降低環境汙染、減少碳排、減少能源消耗並改善道路壅塞、提升道路交通安全。除了對環境帶來顯著效益外,就使用者自身而言,騎乘自行車過程中的身體活動(Physical activity)對於健康也具有相當的正向效益,不僅能減少心血管疾病發病率、降低死亡率,甚至提升心理健康與個人生活品質。故本研究主要研究目的欲透過風險管理的角度來構建一都市公共自行車健康效益評估模型,將著重於剖析市區公共自行車系統使用者的騎乘健康效益與潛在風險,分別針對身體活動所獲得之健康效益、暴露於空氣汙染中的健康風險、自行車活動行為增加所減少之死亡風險以及自行車環境友善度所增加之騎乘意願與減少之死亡風險共四大面向來進行探討。將以台北市公共自行車系統為實證案例,評估其實際之健康經濟效益。本研究成果可供未來我國欲建立公共自行車系統之各縣市運輸規劃、環境保護等部門參考,在建置之前評估健康效益所帶來的經濟效益,投入系統建置的成本效益分析進行評估,也可具體作為未來地方政府與相關規劃及環境部門欲推動公共自行車系統政策發展之參考。<br> Abstract: Green transportation and sustainable development have become an integral part of transportation policy in response to environmental issues such as global climate change and the energy crisis of cities around the world. Public bike sharing systems (PBS) , as a part of the public transportation system, can be a link to MRT, LRT, BRT and bus networks, and also can provide the door to door service to connect to the last mile. It is also an important representative of livable city construction. The PBS also has the function of replacing the traditional short distance trips by motorized vehicles. It can also meet the demand of travel and reduce environmental pollution. It can also reduce the traffic congestion, but also can improve the road safety. In addition to bringing significant benefits to the environment, cycling physical activity also has considerable positive benefits for health. Cycling can not only reduce the incidence of cardiovascular disease, reduce mortality, and even improve mental health and personal quality of life. Therefore, the purpose of this study is to construct a health benefit assessment model for PBS from the perspective of risk management. The model will consider the health benefits of physical activity, the health risks of exposure to air pollution, the behavior of cycling, and the environmental friendliness of bicycles. Youbike in Taipei City will be used as an empirical case.
