2021-09-032024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/652608長照機構供給在質與量上是否能滿足現行和未來持續上升的長照需求為核心政策議題，相較於可視化的長照機構數量，服務品質涉及多元面向其中便包含不可視的機構經營層面，故使其較不易被有系統地檢視進而改善不足之處，學者提出長照的品質管控在於機構內部品管機制的建立，和外部品管（督考、評鑑）機制體制的建構，達成內外相輔之效，並且以機構照護為主要標的，再輔以非機構照護，本文有鑒於外部評鑑機制對於長照機構服務品 質把關的作用，避免劣幣驅逐良幣情形在長照市場發生，如何有系統的建構一套評估機制並將其有效運用實為重要，故本文首先分析國內外相關研究文獻，整理並分類不同國家在評估長照機構運用的指標，進而實際評估臺北市五家長照機構，透過大規模問卷數據（ N=1500 ）與五家機構歷年來的二手資訊進行交叉分析，期望從中檢視現有評估機制的有效性，最後通過專家焦點訪談和德菲法分析方式進一步討論評估成效，最後收攏在對現有評估作法上給出的具體優化建議。 Whether the quality and quantity of long-term care institutions can meet the current and future rising demand for long-term care is the core policy issue. Compared with the number of visible indicators of the long-term care institutions, service quality involves multiple aspects, including invisible measurements. Therefore, it is not easy to be systematically inspected to improve the shortcomings. Scholars proposed that the quality control of long-term care lies in the establishment of the internal quality control mechanism of the organization and the construction of the external quality control (supervision, evaluation) mechanism to achieve internal and external complementary effect, and with institutional care as the main objective, supplemented by non-institutional care, this article takes into account the role of the external evaluation mechanism in the service quality control of long-term care institutions, and avoids administrative burden for the care providers in the long-term care market. How to systematically construct an evaluation mechanism and indicators and use it effectively is really important. Therefore, this article first analyzes relevant domestic and foreign research literature, sorts out and categorizes the indicators used by different countries in evaluating long-term care institutions, and then actually evaluates the five parents’ photos in Taipei City.
