2017-02-202024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/651469摘要:為因應全球氣候變遷,降低民眾生命財產損失,未來土石流預警必須加以考量下列事項: 1.當黃色警戒和紅色警戒發布時間區隔急速縮短時,水保局或地方政府如何在最快速時間內通知當地所有民眾完成撤離。 2.當附近地區出現降雨快速增加時,水保局或地方政府是否需要針對黃色警戒區隨時作強制撤離之要求。 3.當一位或數位居住於偏遠山區之土石流防災專員觀測到降雨量已經達到警戒值,或是降雨急速增加,且高於中央氣象局之預測值或觀測值時,水保局對於這些回傳訊息如何分析,並告知地方政府或防災專員該如何後續處置。 4.在獲得一段時間內實際雨量紀錄和附近既有雨量站資料有明顯差異後,水保局可以考慮如何調整該地區之警戒值或是否設置永久雨量站。 為順利解決這些問題,建置智慧化土石流預警系統是刻不容緩,而且可以分為三階段進行:第一階段:自動記錄代替人工觀測;第二階段:即時分析回饋;第三階段:應用物聯網監測和巨量資料分析,自動調整各地區疏散警戒值。 <br> Abstract: In response to the effect of global climate change and the reducing loss of people’s life and property, the pre-warning system of debris flow has to consider the following items: 1.How the Soil and Water Bureau as well as local agency notice the evacuation information to local resident as soon as possible when the time between yellow and red warning shortening rapidly. 2.Is it necessary for Soil and Water Bureau as well as local agency to carry out enforced evacuation at yellow warning zone as the rainfall intensity increasing rapidly? 3.How the Soil and Water Bureau deals with as the debris-flow disaster-prevention commissioner observes the rainfall amount over that of Central Weather Bureau, arriving the warning value, or rainfall increasing rapidly. 4.After receiving the significant variation between the investigated data and the record of neighborhood rainfall station, the Soil and Water Bureau might consider how to adjust the warning value or set up a new station. In order to resolve these problems, the setup of intelligent pre-warning system of debris-flow is very urgent.
