2017-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/678531摘要:台灣年降雨量豐枯不均,再加上近年來氣候條件改變,集中降雨及機端枯旱情況頻繁發生,此趨勢將加重城市防洪減災及水資源分配的困難度。本研究主要目的在評估都市減澇過程中,其貯留的雨水於自來水之間的替代效果與用途,及是否有機會提供作為緩解河川及濕地環境衝擊之用,以解決水庫管理單位屢被要求排放滿足生態需求的環境基流量的壓力。本研究將以台北地區及大漢溪為主要研究對象,探討乾旱期間、高度用水,或極端氣候等不同情境下的用水可靠度、恢復度、脆弱度,分析此新興水資源的供應需求及規劃,並評估此補充水源應用於河川生態基流量的補注及河川及濕地水質的改善效果。本研究將透過現地調查、建立數學模型、統計模型、指標分析等方式進行,現地調查包括魚類調查、環境因子調查,數學模型包括一維HEC-RAS模式、水平二維SRH-2D模式、最佳化模式,統計模型主要採用邏輯式迴歸模式,指標分析包括缺水指標(SI)、魚類可用棲地面積(WUA)、生物整合指標(IBI)、景觀生態指標(LE)等。本研究符合近年國際間關注的永續水資源規劃及生態系統服務功能相符,配合總計畫的規劃,預期能提出都市減澇、水資源需求及生態需求的三贏策略,研究成果兼具學術創新及實務應用價值。<br> Abstract: Taiwan`s annual rainfall is uneven, coupled with changes in climate conditions in recent years. The frequent occurrence of concentration of rainfall and extreme droughts will increase the difficulties of urban flood mitigation and water resource allocation. The purpose of this study is to evaluate the effect and utility of rainwater storage in the process of urban floods reduction. The new water resources storage from the process would provide an opportunity to mitigate environmental impacts of rivers and wetlands in order to solve the problem that the reduced environmental flow induced by the construction of reservoirs and weirs. In this study, water availability, recovery, and vulnerability of water resources in different scenarios such as drought, high water use, and extreme weather will be presented and analyzed in Taipei area. The supply demand and planning of the new water resources will be investigated as well. This research will be carried out through field investigation, establishment of mathematical model, statistical model and index analysis. The field investigation includes fish community and environmental factors such as flow velocity, water depth, flow rates, river bathymetry and water quality. The outcomes of this study would provide useful information to other related projects and the feedbacks will also be collaborated and incorporated. This study meets the demands of integrated management of sustainable water uses.
