2020-04-252024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656112摘要:極端氣候改變降雨的型態,防災無法只靠工程。根據日本之救災經驗,「自助-互助-公助」的比例為7:2:1,由此可見自救的重要性。自民國99年,水利署針對易淹水地區輔導縣市政府針對村里成立自主防災社區,至今(108)年,全臺已推動472處具有自救互救的水患自主防災社區(含直轄市、縣市政府自籌建置)。 為了持續精進社區運作,109年度辦理3場精進研習營,課程中傳授社區平時資料蒐集與彙整方式、自主防災系統使用外,更邀請不同防災主題講師進行分享,讓社區藉由本活動學習新的防災觀念。 社區運作防災需要大眾的參與及大量的資源,109年度辦理水患社區聯合防汛演練,以及辦理企業參與水患自主防災社區運作說明會,持續擴大不同單位加入防災。 水患自主防災推動至今已在臺灣證明自助互助的重要性,未來期望將臺灣經驗推向國際,讓更多需要自主防災的國家,學習我國成功的經驗。 <br> Abstract: Climate changes the type of rainfall, and disaster prevention cannot be done by construction alone. Base on Japans’ relief experience, the ratio of self-help, mutual assistance and public assistance was 7:2:1, which shows the importance of self-help. Since 2000, the WRA has directed the local governments in the flood-prone areas to set up the Community Engagement for Flood Mitigation (CEFM). Up to now (2019), Taiwan’s government has promoted 472 FDPACs with self-help and mutual assistance (including the financing from local government) In order to improve the operation of the CEFM, 3 intensive training camps were conducted. We introduced how to collect daily data and use the CEFM systems, besides, we also invited 3 lectures to share different disaster prevention ideas with participants. Community operations and disaster prevention require residents` participation and a large amount of resources. This year, two drill exercises were taken. Besides, one symposium was held and local enterprises were invited to understand how to cooperate with communities to face disaster. The CEFM have proved the importance of self-help and mutual rescue in Taiwan.
