臺灣大學: 國家發展研究所周桂田張芯平Chang, Hsin-PingHsin-PingChang2013-03-292018-06-282013-03-292018-06-282010http://ntur.lib.ntu.edu.tw//handle/246246/254261我國為一半現代化之國家,高科技產業數眾多,伴隨而來即為高度風險,包括不可回復性的環境風險。故應進行風險管理、管控,而其因應機制包括:風險評估、風險溝通、風險防禦網。風險評估需透過風險溝通的過程,溝通的部份可視為審議民主、公民參與的機制落實。 本研究以光電業環境汙染及廢水管制問題之檢視中,分析既成事實,即包括環保署、環團、在地市民團體及企業自身對環境污染事實的指涉,如新聞稿、部落格……等內容外,尚以公民參與及資訊公開兩大精神為主軸,設計訪談提問對主管機關、環團、在地市民團體進行深度訪談。 研究結果發現,我國之企業社會責任精神於產、官界不僅尚未成熟,許多做法更是與實際精神有所矛盾,此外本研究亦提出諸如:英、美、日、歐盟、北歐等國之CSR落實現況,以利比較之。R.O.C(Taiwan) is a semi-modernization country with high risks including several irreversibly environmental risks cause of many high-tech industries. Based on the above, the authorities should control and manage the risks , to operate the response mechanism :Risk Assessment、risk communication、risk defensive net. It needs the process of Risk Communication to evaluate risks; the Communication could be content with deliberative democracy、public participation. This research analyze the facts of the Environmental Pollution and the Wastewater problem in Optronic, including the discussion of Environmental protection administration、Environmental NGO、the local civil group、the enterprise about the fact of the Environmental Pollution. Except the Press Releases and the article of the blog, the author interview deeply the authorities、Environmental NGO、local civil group based on the public participation and Information Disclosure.
