2023-04-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/6531372019年開始,歐盟、日韓、美國便相繼宣布2050年要達到碳中和,臺灣也在2021年世界地球日宣示2050年達到淨零排放。千分之四倡議中說明,研究估算每年若能提高農地、草原、森林等土壤的有機碳含量約千分之四,便能抵銷每年人類活動排放的二氧化碳量,更能促進土壤健康進而提升作物產量。因此,本計畫將針對農委會提出的2050農業部門淨零碳排策略中的「增匯」策略協助進行成本效益分析。 首先,研究團隊將蒐集整理國內外碳匯相關的經濟效益評估方法及分析架構,接著跨領域與臺大實驗林、農化系、植物病理與微生物學系及生物環境系統工程學系的專家學者合作,以主要農業活動(水稻、旱作(玉米、大豆))與人工林為研究範圍,進行我國森林、土壤及微生物增匯策略的功能盤點,取得策略執行成本數據。最後,本計畫將提出各策略最適之經濟分析架構,並據此提供政策調整建議。 Since 2019, the European Union, Japan, South Korea, and the United States have successively announced that they will achieve carbon neutrality by 2050. Taiwan also announced on Earth Day in 2021 that we will achieve net zero emissions by 2050. According to the 4/1000 initiative, the research estimates that if the organic carbon content of farmland, grassland, forest and other soils can be increased by about 4/1000 each year, it will be able to offset the amount of carbon dioxide emitted by human activities every year, and it will also promote soil health and improve crop yield. Therefore, this plan will conduct a cost-benefit analysis on the carbon-sink-increasing strategies for the agricultural sector proposed by the Council of Agriculture. At the beginning of this project, the research team will collect and organize domestic and foreign methods and analytical frameworks for assessing the economic benefits of carbon sink. Then, interdisplinary collaboration with experts from National Taiwan University Experimental Forest, Department of Agricultural Chemistry, Department of Plant Pathology and Microbiology, and the Department of Bioenvironmental Systems Engineering, the team will conduct a functional inventory of forest, soil, and microbial carbon-sink-increasing strategies and obtain data on the implementation costs of these strategies in the scope of major agricultural activities, such as rice and dry land (corn, soybean), and forest plantations.
