2013-02-262024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/672329摘要:近年於新店溪施設重大經建設施及高灘地利用,已造成河川特性及水理環境改變。2012年8月2日中度颱風蘇拉(SAOLA)的局部強降雨造成秀朗橋最高水位之高程約11.59公尺,已接近計畫洪水位13.05公尺。因此有必要就新店溪(秀朗橋至中正橋)高灘地利用管理進行研究,提出高灘地利用管理議題,研擬可行性策略,進而提出願景方案。 為達成本研究目標,本團隊初步提出六個方案作為未來進行公共溝通時參考,包括零方案:維持現況、方案一:87年規劃方案。方案二:98年規劃檢討方案。方案三:零方案+河道整理。方案四:方案一+河道整理。方案五:方案二+河道整理,依據各方案劃設不同風險等級的「高灘地洪氾風險地圖」,評估洪災損失潛勢,提出土地分級利用初步建議,作為後續解決高灘地利用管理問題參考。 本團隊採用的公眾參與論述是SWITCH永續整合方法,能夠有效的讓利益相關者參與,邀請三種利益關係群(公部門、專家學者、私部門)組成學習聯盟,藉由專業簡化及有效溝通(初步對話、建立關係及信任感、深入溝通與共同協商、達成協議並承擔義務),協助政府在永續與公義的原則下,達到良好的水環境治理。<br> Abstract: In recent years, the major economic infrastructures by using flood plain in Hsintien Creek had caused the river hydraulic characteristics and environment changes. The highest water level occurred at the Xiulang Bridge was approximately 11.59 meters, which very closed to the planned flood level – 13.05 meters, caused by the Typhoon Saola on August 2, 2012. It is necessary to present the flood plain management plan of Hsintien Creek (from Xiulang Bridge to Chung-Cheng Bridge), to investigate feasible strategies and put forward vision program. To achieve the goal of this study, six programs are presented as a reference of public communication, including zero project: maintain the current statues; project one: the program planned in 1998; project two: the review program planned in 2009; project three: project one + river consolidation; project four: project one + river consolidation; project five: project two + river consolidation. We will differentiate risk level of “flood plain flooding risk map” by each project, assess the loss potential of flooding, and propose preliminary recommendation of grading of land utilization, as reference to solve the problems of flood plain management. The SWITCH Sustainability program is applied as an effective tool of public participation discussion.
