In addition to administering the ABS core questionnaire, the questionnaire design for this sub-project will take into account China’s unique structural and institutional parameters. In particular, an extensive array of questions will be designed around village elections as well as community elections that are being introduced into Chinese cities. This sub-project will also function as a key component in an on-going trilateral collaboration for comparative study of political culture and political participation in culturally Chinese societies. With these China-only questions, we will be able to explore several important research questions. First, how do China’s grassroots political institutions help solve or manage the community-level public affairs, and how and why are the implications for local governance limited? Next, as village elections and the villagers’ political participation in village-level elections are necessarily embedded in the local social networks, how have formal political behaviors and the evolution of formal political institutions been shaped by informal social structure, such as lineage and kinship, or social networks, and vice versa? Third, how and to what extent has democracy in village committees in general and village election in particular planted the seeds of democracy among Chinese citizens in rural areas, and will these seeds, in turn, transform citizen’s individual political values and attitudes in favor of greater democracy at higher levels and on fuller scales?
