2008-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/690492摘要：本研究企圖從比較社會政策研究中的制度主義取徑探討中國大陸農村社會福利的政策發展。在現有探討中國社會福利發展的文獻中，筆者認為缺乏較細膩的觀點能夠解釋中國社會福利為何既縮減又擴張的現象，這點能透過制度主義的觀點得到較好的解答。制度主義取徑強調政治制度架構、行動者的利益導向以及理念詮釋之間的互動過程，會影響社會政策的發展。藉由這個觀點，本研究在制度面嘗試區分中央政府部門官員之間的理念與利益競逐、中央與地方政府之間的政策互動、以及地方政府官員如何在自己地區的發展脈絡中制定社會政策。從制度上區隔中央與地方政府的制度脈絡，再進一步觀察其部門官員如何在這個脈絡的侷限中詮釋社會問題、貫徹行動者利益，從而制定出相關的社會政策。主要研究對象將以博士論文已經研究過的農民年金政策為主，輔之以其他的相關政策（合作醫療與最低生活保障）。從這樣的分析角度，本研究相信可以較清楚說明中國大陸中央與地方政府的社會政策制定與執行的動態過程，掌握到當今農村社會政策發展的清晰面貌以及制度影響因素。<br> Abstract: This project seeks to interpret the policy development of rural social welfare in China from an institutionalist perspective. This research believes it can offer a better account for the seemingly paradoxical phenomenon of welfare retrenchment and expansion in rural China. At the institutional level, this research distinguishes two dimensions: the interest and ideational competition between bureaucrats in the central government, as well as the interest constellation and ideational orientation of bureaucrats in the local governments. The author pays close attention to the way in which bureaucrats at each government level interpret social problems, and assert their interests within given institutional contexts, thereby leading to certain social policy outcomes. Based on my previous PhD research on the rural pension policy, this project also extends its spectrum to other relevant fields of rural social welfare such as the Cooperation Medical Care and the Minimum Living Standard Security.
