2012-06-302024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684113摘要:水利署為落實水利法所賦予之「水利行政之處理及水利事業之興辦」等任務需要,己建置並加強水文觀測網的建置。水文觀測網所得資料,對各項規劃還有防災操作,都有極重要的影響。因此現有水文觀測網的資料品質,就非常重要。因此目前水文觀測網所使用的所有儀器準確度,資料處理系統流程,相關人員素質就都需要一套檢校與品質提昇的環境。而為因應氣候的變遷與極端水文事件頻繁的發生,國內近年常引進國外最新觀測儀器設備,也不斷研發本土化之自動化非接觸式觀測儀器,希望能滿足臺灣水文特性之挑戰與水文觀測之特殊需求。此等新引進或研發中之水文觀測儀器、技術或方法,會挑戰與衝擊國內傳統水文觀測技術方法與儀器設備,也會有如何融入目前觀測系統的問題;因此,國內亟需有客觀公正之機構,協助提供相關之試驗技術及環境條件,俾可針對該新穎技術或儀器之功能、適用範圍等進行試驗檢校(或認證)。 本計畫就是要協助水利署建立一整套制度,一方面能確認並提昇目前水文觀測站網儀器與人力的品質,一方面能建立標準,使得未來可以客觀公正之關鍵機構,協助水利署進行儀器的檢校與研發;同時更要就目前急需建立一些儀器檢校環境,以協助水利署滿足近期儀器研發及認證之需求。 <br> Abstract: In order to implement the task requires of Water Act "Water resources administration and development", the Water Resources Agency has built and enhanced the hydrological observation network. The information and data of hydrological observation network are concerned various planning and disaster prevention operations. Therefore, the data quality of existed hydrological observation network is imperative. The accuracy of instruments, the data processing systems and the quality of related personnel in hydrological observation network need the calibration and quality improvement environment. Response to climate change and extreme hydrological events occur frequently. The domestic organization introduces the foreign observation instruments and equipment in recent years. Also it develops local automated non-contact observational instruments, and hopes to satisfy the challenges of hydrological properties and hydrological observation in Taiwan. The new introduced or developing hydrological instruments, techniques or methods affect the traditional hydrological observation techniques and equipment. There have a problem that is combination of existed observation system with it. So we must need the objective institutions to provide testing techniques and environmental conditions for calibration (or accreditation) of new technology, instrument function and application. This project will assist the Water Resources Agency to establish systems that confirm and enhance the quality of equipment and personnel in the hydrological observation network, and set standard for objective institutions on calibration and development of instrument in the future.
