2014-02-152024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684069摘要:近年來,全球各地受到氣候變遷影響,極端水文事件之發生更加頻繁。目前已經在施用的諸多水文觀測儀器,在強降雨環境下的資料品質,一直是產學界質疑的問題。同時為滿足臺灣強降雨特性下水文觀測之需求,經濟部水利署除了引進國外最新觀測儀器設備外,國內亦開始研發本土化之非接觸性自動觀測儀器。此等新引進或研發中之水文觀測儀器、技術或方法,不僅衝擊著國內傳統水文觀測技術方法與儀器設備,也有如何融入目前觀測系統的問題。因此,亟需檢討分析相關配套措施,以維繫與逐步提昇水文觀測資料之可靠性及準確度。 經濟部水利署101年度委辦「因應臺灣特性之水文觀測儀器檢校環境建置與檢校技術研發先期計畫」,針對臺灣特性建議發展強降雨下提昇水文觀測品質之檢校技術,包括強降雨下之雨量檢校技術、非接觸式雷達波表面流速檢校相關技術等等,為延續先期計畫之規劃成立兩年期計畫,在102年度委辦之「臺灣強降雨下提昇水文觀測品質之檢校技術發展應用(1/2)」,已初步完成研發及建置高強度降雨情境下雨量計之檢校環境,與非接觸式微波雷達波表面測速儀檢校相關技術及設備,舉行水文觀測儀器操作、儀器檢校技術座談會,以及評估水利署其他水文觀測儀器檢校需求等。本團隊將針對強降雨下的水文觀測儀器,進一步提出現場觀測標準操作程序及檢校管理制度,以大幅提昇強降雨下水文觀測資料之品質與可信度。<br> Abstract: Recent years, global warning affects weather hydrological extreme events occurred frequently. The performance of present hydrological observation system under heavy rainfall is often questioned. Newly developed equipment used in remote hydrological observation internationally give further problems on their integration with present system. Therefore, there is a need for inspection/calibration techniques for all hydrological observation system. To improve the dependability and accuracy of hydrological system, data processing and field operation standard are two most important issues. Water Resources Agency commissioned a project ”The preliminary study of calibration techniques and establishing calibration environment for hydrologic measuring instruments under the characteristics of Taiwan.“ Suggested to develop the improvement of the hydrological measuring quality of calibration techniques under heavy rainfall, including inspection and calibration of rain gauge, remote sensing surface radar velocimeter in 2012. For extending the former project, Water Resources Agency plan a two-years project, and the first-year project in 2013 completed initially the development and building calibration environment of the rain gauge under heavy rainfall, the calibration techniques of remote sensing surface radar velocimeter, hydrological observation instrument operation/instrument calibration technology seminar and to assess the WRA other hydrological instruments calibration demand.
