國立臺灣大學政治學系Department of Political Science, National Taiwan University包宗和Bau, T.H.T.H.Bau2017-09-082018-06-282017-09-082018-06-281992-12http://ntur.lib.ntu.edu.tw//handle/246246/281752務實外交的特性是暫時擱置正統問題；正視兩岸在各自轄區內的「有效統治」；主權觀念建構在臺海兩岸各自擁有之「事實主權」以及全中國層面之「人民主權」與「理念主權」基礎上；強調中華民國之國家地位，而將中國界定在地理、歷史、文化與民族面向之「原始國家」層次；凸顯中華民國與中共各自在其轄區的完整國際法人地位；促請世界各國給予有效統治臺澎金馬之中華民國以事實承認和法律承認；並願與中共在國際上從事非零和賽局。務實外交實為兼具現實性、合理性、合作性、互補性與整合性的外交政策。它不以政治實體面積大小與人口多寡做為界定分裂國家地位之標準。最重要的是分裂雙方在質的方面是否均具有國際行為能力而定。它是基於臺海兩岸平等共存的事實延伸為在國際社會中平等共存的訴求。在邏輯推論上，它彰顯出凡中共在國際法上所具備的要件，中華民國亦皆有之；而用來否定中華民國地位之依據，亦可用來否定中共。故其理論架構植基在如何使臺海兩岸的國際關係能擺脫不合理的規範及不切實際的幻想，而能建立在合乎常理的基礎上。Pragmatical diplomacy was chosen by the ROC as the approach to reenter the international society few years ago. The theoretical dimension of this policy can be developed as follows: The issue of legitimacy is put aside temporarily; the principle of effectiveness is embraced; the concepts of de facto sovereignty and people sovereignty are proposed; the status of the ROC as a country is emphasized; China is defined as an “original state” on the basis of geographical, historical, cultural and national homogeneity; the status of the ROC and mainland China as complete international persons on their territory is confirmed; the de facto and de jure recognitions of the ROC on Taiwan by other countries are encouraged and; a non-zero-sum game across the Taiwan Straits is suggested. Pragmatical diplomacy is a realistic, rational, cooperative, complementary and integrative foreign policy. The status of the separate parts of a dividing nation should not be measured on the basis of area and population. The ability of them to behave as countries is taken into account first. Pragmatical diplomacy is therefore defined as an equal coexistence between Beijing and Taiwan not only within “one China”, but also in the international society. The pragmatical diplomacy also shows the logical problem of mainland China to push the ROC into the corner of the world. The main purpose of this paper is to find out the theoretical dimension of pragmatical diplomacy by which the unreasonable Policy and unrealistic illusion of nations towards China can be abandoned eventually.journal article
