2020-04-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/663022摘要:為建立全國性海域基礎資訊,整備海洋事務推展與決策之參考資訊,內政部擬具「我國海域調查與圖資整合發展計畫」,自104至109年辦理海域國土基礎資料調查、推動海域空間資料整合與流通共享機制。另鑑於周邊國家對於我國大陸礁層或專屬經濟海域權益之威脅依舊存在,爰納入「我國大陸礁層與島礁調查計畫」相關內容,持續執行我國大陸礁層與島礁調查等相關工作。 本「109年我國海域基礎調查及測繪工作案」即為「我國海域調查與圖資整合發展計畫」工作之一,目標為持續執行調查、蒐集我國大陸礁層及專屬經濟海域範圍內之海底地形、地球物理、地質、礦產資源、水文資源、地質災害事件與極端氣候事件紀錄等各項科學佐證資料,並納入我國大陸礁層空間地理資訊系統進行評估、分析,提供海域劃界談判參考以及政府相關單位對於海洋資源永續開發之規劃、管理與使用。 本工作案工作團隊由國立臺灣大學、國立中央大學、國立臺灣海洋大學以及地球環境資源與災害協會共同組成,其中以國立臺灣大學為計畫統整單位。本(109)年度工作內容包括臺灣南部的「海底地形圖測繪」、南沙太平島地區周圍海域的「沉積與地殼構造調查」和「太平島水文環境時序變化監測」,以及因應電子航行圖測製工作需求增加了臺灣周邊海域的「海域調查資料整備」之項目。 本案執行後預期可獲得以下效益:一、協助內政部推動「我國海域調查與圖資整合發展計畫」;二、幫助國家捍衛主權及領土;三、強化我國專屬經濟海域的主權行為;四、提供未來海下相關建設危害度評估參考;五、培育國家海洋科技人才。<br> Abstract: The Department of Land, Ministry of Interior, has been carring out an integrated marine survey program for building our national exclusive economic zone (EEZ) database since 2015. This marine survey program provides essential data and information for our national security and for government policy-making in EEZ`s utilization and development. This year, the marine investigations include multi-beam bathymetric surveys, sedimentary and crustal structure investigation, time-series monitoring of the hydrological environment of the Taiping Island in the Nansha area. In addition, due to the demands for building Electronic Navigation Chart (ENC) around Taiwan, a task to prepare and compile pre-existing marine data around Taiwan is added. This project will be carried out by a team consist of researchers from National Taiwan University, National Central University, National Taiwan Ocean University, and Association of Earth Environment, Resources, and Hazard, and coordinated by National Taiwan University.
