2008-08-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/665755摘要:災害發生時之災情蒐集為災害搜救的重要資訊來源之一,而災害發生後之勘災調查結果則為復原規劃及重建之重要參考依據,如何利用三維空間資訊攫取技術自動判斷災害規模及範圍,為目前亟需進行的研究項目之一,也是勘災調查自動化的重要關鍵。近年來,具有直接定位系統及多感測器系統的空間資訊獲取移動平台(或稱移動式測圖系統)之發展,將是解決此問題之最佳方案。本計畫首先將針對台灣的環境監測及災害管理需求,探討移動式測圖平台的可能應用範疇,主要研究內容包括如何獲取環境監測及管理各種災害所需的相關資訊、災害參數的攫取、災害調查及損失評估等,同時初步評估平台定位及測圖精度對所收集災害資訊之直接及間接影響。之後針對台灣經常發生的地震及土石流災害,本計畫將利用移動式測圖平台進行災害規模判定及災損評估,主要研究內容包括地面多來源、多時序影像之空間定位、三維影像與既有二維或三維空間資料庫之定位及變異偵測、前後期地面三維影像之定位及變異偵測等。最後本計畫將針對各子計畫所獲取之移動式測圖平台成果,包括即時街景影像、地面三維影像、三維城市模型等建立符合OGC標準及OGC網路服務(OGC Web Service)架構之開放式三維災害資訊查詢、管理、分享及展示介面,以供其他子計畫參考使用。<br> Abstract: Most of the information for disaster relief comes from the disaster investigation and damage assessment in response phase. The post-disaster investigation also produces the important reference information for disaster recovery and reconstruction. How to perform the investigation and damage assessment rapidly and automatically will be the most important study issue. Recently, the development of platform with direct positioning and multi-sensor (also name mobile mapping system, MSS) will provide the best tools for disaster investigation. In this study, the possible applications for environment monitoring and disaster management using MMS in Taiwan will be demonstrated firstly. The main study topics consist of how to get the disaster information using MSS and the estimation of the influence of the positioning errors from the MSS. Then the procedures for the scale recognition and damage assessment for earthquake and landslide hazards will be illustrated. The main research topics include the positioning of the multi-source and multi-temporal images and laser scanner data from the MMS, the automatic registration between the positioned images and the 2D or 3D geospatial database, and change detection for damage assessment. Finally, an information system based on the OGC data standards and web services (OWS) will be developed to store and display the resulted data and 3D information captured from the MSS.
