2016-03-302024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684862摘要：為因應經貿自由化趨勢及糧食安全議題，許多農業先進國家，均逐步進行農業及農地政策改革，以提升農業競爭力，穩定農民所得，並確保農地資源永續利用。基於農地由單純的糧食生產經濟性功能，擴充到提升生活品質與維護生態環境之多功能性，爰如何彰顯農業生態與文化等多功能，研析沿海地層下陷、溼地及坡地等邊際農地之多元經營模式，並兼顧農民權益衍生須配套之措施，如對地之環境補貼等，亟為重要，以妥善維護農地資源。本計畫之目標在研擬邊際農地之多元利用策略及所需配套措施，以利農地資源合理利用。 本計畫之工作項目及內容包括： 1.界定邊際農地之意涵、範圍及現況利用問題。 2.整理分析現行國內、國外邊際農地之管理規範及作法。 3.研擬我國邊際農地利用之課題及多元利用作法。 4.探討農地多元利用有無涉及補貼之配套措施。 5.研提農地多元利用策略及現行農地施政措施之調整建議。 6.舉辦2場學者專家座談會，彙整意見作為本研究參考。 本計畫預期將可提出農地多元利用策略及施政措施之調整建議，有助於促進我國邊際農地的合理利用。<br> Abstract: For adapting to the issues of trade liberalization and food security, many countries with advanced agriculture have been gradually progressing revolutions of agriculture and farmland policies to promote agricultural competitiveness, stabilize farmers’ income and ensure the sustainable use of agricultural land resources. Because the agricultural land was expanded from its simple economic function of food production to the multifunctionality for promoting quality of life and maintaining ecological environments, to properly maintain agricultural land resources is the utmost importance to manifest ecological and cultural multifunctions of agriculture, analyze the multiple management modes of marginal agricultural lands i.e., seashore subsided lands, wetlands and sloping lands, and consider a complete set of strategies derived from considering farmers’ advantages such as environmental payment for the marginal lands. This project aims to draw up the multi-use strategies and supporting practices for rational use of agricultural resources. Tasks and contents of this project will include: 1. to identify the meaning, scope and existing use issues of marginal agricultural land. 2. to integrate and analyze the present management norms and modes of marginal agricultural land both domestic and abroad. 3. to draw up the issues and multi-use modes of marginal agricultural land in Taiwan. 4. to explore possible involved payments of supporting practices for multi-use of agricultural land. 5. to develop strategies of multi-use of agricultural land and suggestions for adjusting the existing agricultural land policies and practices. 6. to hold 2 scholar or expert forums in order to integrate their opinions as study references. The accomplishment of this project is expected to provide strategies of multi-use of agricultural land and suggestions for adjusting the existing agricultural land policies and practices.
