2004-09-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/662076摘要：國際貿易木質包裝材料輸入檢疫可行性評估與先期規劃 為配合國際間對於國際貿易木質包裝材料檢疫日趨嚴格之要求，我國即須著手研擬對於木質包裝材料採取檢疫管制措施與作業方式，惟相關檢疫工作可能影響進出口商品通關速率，如何研擬妥當檢疫作業流程並建置通報協調機制，避免造成通關障礙，應是當前即需研究規劃之課題。 全程目標： （1） 研擬對於國際貿易木質包裝材料檢疫管制措施與作業方式。 （2） 木質包裝材料種類與危險性有害生物種類調查：調查國內港口輸入貨品所使用木質包裝材料種類、危險性有害生物種類，以作為未來研擬非破壞檢測方法應用於檢疫管制之考量以及可能銷毀之作業方法。 重要工作項目及實施方法： （1） 蒐集他國木質包裝材料檢疫管制措施與作業方式資料：蒐集並比較他國檢疫管制措施與作業方式，包括日本、紐西蘭、澳洲、加拿大、美國等國家。 （2） 研擬適合國內港口作業之妥當檢疫作業流程並建置通報協調機制，避免造成通關障礙。 <br> Abstract: The feasibility evaluation and pioneer run plan for international trading wood packaging import quarantine To match up the more and more strict requirement of quarantine of International trading wood packaging, we will need to undertake the drafting of quarantine measure and operation manner of wood packaging, however the related task might influence the efficiency of customhouse. How to set up the proper procedure of quarantine and build up the promulgation & coordination system to avoid influence the efficiency of customhouse should be the most important subject for us to put into consideration now. Ultimate objectives： (1) Set up the Standard Operation Procedure(SOP) and check criteria of quarantine of wood packaging. (2) Wood packaging types and harmful creatures investigation: Investigated all the wood packaging types and harmful creatures to set up a non-destruction examination method that apply in quarantine and also the manner of destruction in the future. Main task and action plan: （1） Collect the quarantine of International trading wood packaging from other country: Collect and compare the quarantine method from other country, including Japan、NEW Zealand、Australia、Canada、America and etc…。 （2）Draft up a suitable Standard Operation Procedure(SOP) of quarantine and promulgation & coordination system for own inland harbor in order to avoid influence the efficiency of customhouse.木質包裝材料檢疫wood packagingquarantine
