臺灣大學: 新聞研究所陳宏宇; 呂理德陳幸萱Chen, Hsing-HsuanHsing-HsuanChen2013-04-152018-06-282013-04-152018-06-282011http://ntur.lib.ntu.edu.tw//handle/246246/257498位在高雄的曾文水庫越域引水工程斥資上百億,卻從規劃階段就受到環保團體、當地居民及部分學者的反對,質疑工程的必要性,並指出工程的危險。但越域引水工程通過了環境影響評估報告書審查,僅管地方有反對聲音,仍然持續動工。但在2009年的莫拉克風災中,越域引水工程被大雨沖刷下來的大量土石淹沒,14名工程人員在大水與土石流中罹難,如今工程已經停工,未來三至五年內可能不會復工。一個費時耗財的大型國家工程,也通過了環評,卻以停工收場,顯示工程的評估、審查出現問題。曾文越域引水工程的科技證據與民眾信服有了很大鴻溝,本專題以調查採訪方式,採訪當地居民、環保團體、相關利害相關者,探討這項工程科技爭議現有的環境影響評估制度是否仍有改進空間?並為化解此一類似事件提出建言。There’s a Transwatershed Diversion of Tsengwen Reservoir at Kaohsiung, and the budget of this work was over 10 billion (TD). Since 10 years ago, the work was being planned, it is difficult to obtain the trust of the inhabitants. They oppose the Transwatershed Diversion of Tsengwen Reservoir, and the work actually has destroyed by Typhoon Morakot, couldn’t continue in many years since channel has changed, and the deposition in typhoon has raised the riverbed, 14 workers also died for the landslides and floods in Typhoon Morakot.
