王如意2006-07-252018-06-292006-07-252018-06-292001http://ntur.lib.ntu.edu.tw//handle/246246/10710政府目前之防洪方式仍偏重於以工程治洪為主之階段,例如興建攔洪水庫、堤防、防洪牆與河道截彎取直等限制洪水之工程設施。近年來由國內外防洪經驗所獲得之結論指出:單靠工程之手段非但無法解決洪水問題,反而會為其所保護之地區帶來更高危險性之災害,況且任何現存之硬體結構物,其防洪功能上亦有其極限,不可能完全免除洪災。因此,除以硬體工程為手段外,還鈴須配合適用於當地之非工程措施,才能有效地降低災害損失” 由於鹽水溪與基隆河流域之防洪治理有其急迫性,加上此二河川之流域氣象水文特性、閉發背景與引致洪災因素不盡相同,例如鹽水溪尚屬於低度開發之平坦農業地區,但其流域內規劃多項重大開發案及建設;而基隆河是屬於已高度開發之峽谷流域,但其流域內若干河段之防洪設施仍嫌不足,因此本整合型防災計畫乃選取鹽水溪與基隆河兩種不同流域特性為研究之示範區,探討以非工程防洪措施配合兩流域現有防洪工程設施之減災效果,做為往後其它流域防洪治理丸參考依據。 本整合型計畫結合國立台灣大學及成功大學兩校具有水利工程領域專長之教授專家,預計以三年期間完成建立流域洪災防護之基本資料庫,並配合流域現況之整治工程、排水系統改善工程與氣象水文監測系統,串聯降雨,逕流與水理等模式,以研析流域因不同颱洪降雨事件所導致之淹水災害境況模擬,進而研擬出減災應變措施及災害損失評估模式,最後再將流域洪災防護基本資料庫與淹水災害境況模擬結合建立一套颱洪災害決策支援與展示系統,期以非工程防洪手段配合流域現有之防洪工程設施,相輔相成,以達到流域防洪減災之目標。Most of flood-damage mitigation measures administrated by the government in recent years emphasized often on common engineering approaches. With a retrospect on flood protection experiences in Taiwan and in some other countries, however, relying simply on the engineering approaches like flood detention dam, protection embankment and river cutoff, would not be the complete solution against flood disasters. It would be more efficient to reduce the loss from floods if engineering approach and non-engineering approach work synergistically. Yen-Shui Creek and Kee-Lung River basins were chosen as the pilot areas for the integrated flood damage mitigation project. In fact, the flood hazard control over the two basins is urgent, and the two basins are different in several ways. The main differences are, respectively, meteorological and hydrological characteristics, histories of development, and factors causing a flood. Yen-Shui Creek is an agricultural plain at a low degree of development, with various giant projects under planning or establishment; on the other hand, Kee-Lung River is a narrow valley of highly developed, with some river reaches insufficient to protect the flood. The diverse natures of the two basins will make the results suitable to be applied to other basins. This three-year project is carried out by ten professors specializing in hydraulic engineering and hydrology from the National Taiwan University and the National Cheng-Kung University. The alms are: (1) the establishment of the latest and basic database for the existing flood protection constructions, (2) the improvements for the drainage system as well as the meteorological and hydrological monitoring system, (3) the evaluation of the scenario simulation of several inundation cases caused by different rainfall events by taking the rainfall, runoff and hydraulic models in series, and (4) the establishment of an evaluation model for flood damages, and a proper measure of the benefits of mitigation to the flood disaster. With the combination of the basic database for flood protection and the inundation scenario simulation, a decision support system can be set up consequently.
