2006-10-042024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/681551摘要:員山子分洪工程為基隆河流域整體治理之重要工程,其可將基隆河上游河段200年頻率洪水1620 CMS分洪1310 CMS至東海,平均可降低基隆河下游水位1.5公尺,對基隆河之防洪而言有具體且顯著之貢獻。但分洪之水量經瑞芳附近排入東海,水流所挾帶之泥沙量亦隨之進入出口海岸地區。雖然員山子分洪之啟動並非經常性之作業,但颱洪期間洪水含砂量甚高,影響分洪道出口海岸地區之水質及泥沙淤積。對其可能衍生之長期效應宜有定期之監測,以提供基隆河上游集水區及分洪設施管理之參考。此外,暴雨期間分洪道之泥沙來自上游集水區,若要降低分洪水量對分洪隧道出口沿岸地區泥沙淤積之影響,必須對上游集水區之土地利用/地表覆蓋狀況有全面之瞭解。有鑑於上游集水區及分洪隧道出口海岸地區範圍甚廣,不易進行密集之水質採樣或土地利用/地表覆蓋調查,故本計畫擬應用多光譜衛星遙測技術配合現地調查,對上游集水區之土地利用/地表覆蓋狀況及海岸地區之水質進行廣域且經常性之監測。 本計畫為期兩年(自簽約日起至民國九十六年十二月底止),將經常性的進行水質採樣分析,土地利用狀況調查以及衛星影像處理及分析等工作,以瞭解分洪對出口海岸地區水質之影響。 <br> Abstract: Yuansantze flood diversion project is a very import part of Keelung River overall improvement project. The flood diversion tunnel was designed to divert drainage 1,310 CMS, which is the peak flood of 200-year flood. It can lower the downstream water level about 1.5m in average. Though the divert work is event based, but flood will take a lot of sand into coast water in typhoon events. To assess the impact of Yuansantze flood diversion to water quality and even ecological environment, regular monitor of water quality is necessary. Furthermore, change detection of landcover/landuse in upstream basin is an important information for coast water quality monitoring. This project will apply satellite remote sensing technique for change detection in upstream basin, bare soil especially, and coast water quality monitoring.
