2012-03-272024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/696169摘要：本專案之具體目標有三： 一、盱衡國內外公共治理發展趨勢，檢視攸關我國公部門治理之重要議題，進行議題研究與調查，俾供政府政策規劃與決策之參考，並與各界共享研究與調查成果。 二、持續進行臺灣公共治理指標之調查，撰擬公共治理指標調查結果年度報告，並與國際交流合作，分享調查成果。 三、推展我國公部門治理之經驗與成果，深化我國參與亞太經濟合作會議經濟委員會之相關工作，並與各會員體交流對話，提升我國在國際社會之能見度。 本專案之執行範疇如下： 一、以APEC九項優質公部門治理原則、及EC「公部門治理主席之友」2011至2015年之重點工作領域為基礎，選擇重要議題「財政透明化與公務課責」與「行政改革之挑戰與未來」兩項題組，進行前瞻性、整合型、跨年度之研究。 二、賡續辦理101年度臺灣公共治理指標之調查，並納入一般民眾之意見。 三、結合公共治理研究中心之研究量能與調查成果，與國際學術機構簽訂合作備忘錄，並持續與APEC各會員體進行交流，強化我國擔任APEC經濟委員會FotC協調人之角色與功能，與國際分享臺灣公共治理指標調查研究成果，促進與國際接軌及合作交流。本次計畫特別配合APEC經濟委員會，負責統籌撰寫2013年APEC經濟政策報告。 四、透過公共治理論壇與年度研討會，與國內關注公部門治理之非政府部門或非營利組織、公民社群、中央及地方行政機關，就公共治理相關議題進行交流對話。 五、賡續臺灣公共治理研究中心與網站維運，及臺灣公共治理指標調查資料庫更新作業，並增辦民眾版線上問卷。<br> Abstract: Three Objectives: 1. The project conducts surveys on the basis of the international trend of public governance and domestic important public governance issues. The project will share the research results with the public and further provide suggestions for the government’s policy decision. 2. The project conducts a continuous project—Taiwan Public Governance Indicator—and will publish the related report and share its result with international organizations. 3. The project continues to promote our government’s public governance achievement in order to facilitate Chinese Taipei’s participation in APEC Economic Committee. By this way, the project can help communication with other economies and promote our international status. Five Initiatives 1. The project will choose important issues on the basis of APEC’s Nine High-Level Principles for Good Public Sector Governance in 2007 as well as the 2011-2015 Work Plan for the Public Sector Governance FotC Group in APEC’s Economic Committee. “Fiscal Transparency and Public Accountability” and “Administrative Reform” will be the two main topics. 2. The project will continue the Survey of the Taiwan Public Governance Indicator of the 2012 and further incorporate public opinions into the research. 3. The project will share its achievement with international academia via the Memorandum of Understanding with international institutions. The project also will continue to enhance its function as the coordinator of FotC Group in AEPC’s Economic Committee in order to facilitate international cooperation with APEC economies. 4. The project will create cooperation among domestic NGOs and NPOs, public communities and public sectors on public sector governance issues through the Taiwan Public Governance Forums and Annual Conference. 5.
